Agriculture is considered to be one of the most important sectors of national economy in Syria in terms of its importance in the gross domestic product, absorption of the labor force, its importance in the trade balance, its significant role in securing food for population and providing raw materials for manufacturing food-based agricultural products, providing employment for a significant part in the transport sector, and in ensuring the production requirements. Therefore, the state has given additional efforts for agricultural sector in order to increase productivity to get highest possible yield of the available production means through adoption integrated agricultural strategy represented by agricultural policies. Wheat is one of the most important crops in Syria; its strong association with food security policies in Syria gives him great importance, which means that the availability of sufficient quantity of wheat for consumption will be one of the most important priorities of agricultural policy in Syria. That is why attention must be paid to this crop by using all modern techniques in agricultural process for this crop, particularly irrigation which plays a central role in the development of Syrian agriculture, especially in reducing the impacts of rainfall fluctuations. Wheat is being produced in several provinces of Syria, but Hasaka province occupies the first place in terms of production. However, it suffers from planted area reduction, especially irrigated area after the change of subsidizing policies for production inputs and fuel in recent years, the planted irrigated area reached 344.5 thousand hectares in the province in 2005, which decreased gradually to 210.5 thousand hectares in 2009, it was also accompanied by a decline in the contribution of the total production of wheat in Syria from 38% in 2005 to 31.9% in 2009; which has an impact on the profit for irrigated wheat farmers in the province. Therefore, the research problem focused on the reduction of the planted area of irrigated wheat, associated productivity reduction, and the decreased profit resulted from.
