Sugar in the accession process of Slovakia of the European Union

The aim of this paper is to shed some light on the development of the accession negotiations of the Slovak republic to the EU with the focus on sugar. The paper shows that while Slovakia was rather successful in negotiating the quota for white sugar, the talks did not bring desired outcome in the area of isoglucose. Moreover, Slovakia managed to gain transitional period and was able to continue with state aid to its sugar producers for three years outside the framework of the common market rules. However, sugar was not high on the negotiation agenda in the chapter of Agriculture that was dominated by the question of the level of direct payments to new members from the community budget. The Commission in its regular reports on Slovakia's progress towards accession pointed out in the chapter Financial and budgetary provisions pointed out especially the challenges concerning the establishment and proper functioning of Intervention Agency. This agency is responsible, among other things, also for managing sugar common market organization and collecting sugar levies from producing companies that are part of traditional own resources of the Community. Although Slovakia prepared the establishment of the agency already in 1999, Agricultural Paying Agency was created only in 2003.
