Les interventions de la puissance publique affectant la production agricole et ses effets sur les paysages. Applications à la zone montagne sud du département des Vosges

L’objectif de cette étude était d’étudier l’impact de l’intervention de la puissance publique sur la production agricole, ainsi que ses effets sur les paysages au Sud du département des Vosges. Au préalable, nous avons fait un inventaire de toutes les interventions publiques envers les agriculteurs et nous avons également collectionné des données socio-économiques. Par la suite, nous avons rencontré la majorité des agriculteurs exploitant sur les cinq terroirs et nous avons utilisé des photos diachroniques. Ceci, a permis de comprendre : comment ont évolué les paysages, la production agricole et les types des agriculteurs de chaque terroir ; les impacts qui ont les agriculteurs sur les paysages. Enfin, nous avons fait des monographies de la majorité des exploitations de trois terroirs. Les acteurs principaux ayant affecté la production agricole dans de la montagne sud du département des Vosges ont été : l’Etat, l’Europe par la politique agricole commune (PAC) ; la commune par la politique foncière et sa stratégie de répartition des terrains entre les différents usages ; la Région et le Département par leurs différentes politiques. Les politiques agricoles ont favorisé l’agrandissement et ont aussi participé à la modernisation des exploitations agricoles, ce qui a engendré une diminution de nombres d’exploitations agricoles, des changements dans les pratiques des agriculteurs, l’abandon de certaines parcelles non mécanisables et la reconquête de prés par rénovation et défrichage. Les communes peuvent intervenir par la sécurisation du foncier agricole dans le P. L. U, mais aussi sur la répartition des communaux. En résumé, le rôle de la puissance publique dans le maintien de l’activité agricole et d’un paysage ouvert est très important.

The objective of this study was to study the impact of the intervention of the public power on the agricultural production, as well as its effects on the landscapes of the South of the department of the Vosges. Beforehand, we have done an inventory of all the public interventions towards the farmers and we also collected socio-economic data. Afterwards, we met the majority of the farmers in the five studied countries. This allowed us to understand how the landscape, the agricultural production and the type of every local farmer evolved and to analyse the impact of the farmers on the landscapes. At last, we made up monographies of the majority of the exploitations of three studied countries. The main entities responsible for the deterioration of the agricultural production in the southern mountains of the department of the Vosges were: the State, Europe because of the common agricultural policy in Europe (CAP); the “commune” because of the land policy and its strategy of distribution of the lands; the Region and the Department by their various policies. The agricultural policies favoured enlargement and also participated to the modernization of the agricultural exploitations, this led to a decrease of the number of agricultural exploitations, to changes in the practices of the farmers, to the giving up of certain parcels of land and to a new cultivation of meadows by renovation and groundwork. The communes can intervene by the protection of the agricultural land through the P. L. U, but also by the distribution of the lands belonging to the community. To conclude, the rule of the public power in the maintenance of the agricultural activity and in the opening of the landscape is very important.
