Prospects and forecast for developing the feed base of animal husbandry in Russia | Перспективы и прогноз развития кормовой базы животноводства России

English. The successful solution of the food problem is closely connected with creating highly developed and stable feed base, the fundamental basis for efficient development of animal husbandry and poultry farming. The State program of developing the agriculture for 2013-2020 is presented without respective foundation of the feed base and development of its basic structural lines. For completely satisfying the needs of animal husbandry and poultry farming in feeds, there will be generally required 138.7 mln. tons of feed units in 2020, 155 – in 2025 and 164.5 – in 2030, which must exceed the modern level of their production by 1.7 times. At present, the quality of consumed feeds cannot conform to zootechnical requirements and enable their efficient usage. The urgent problem for animal husbandry is the rise in the efficiency of using the grain forage, increasing the specific weight of mixed feeds there, improving the quality and reducing costs of their production. The formation of stable feed base envisages improving the structure of used grassland areas, raising their productivity and definite optimizing produced fodder resources. It is necessary intensification of fodder production on the basis of biologization, resources- and energy-saving, developing the material-technical base of the branch and employing more improved system for management of the branch at federal and regional levels. The important specific feature is the determination of rational correlation between the grain-forage complex and field and meadow pasture fodder production. In the perspective the prevailing significance of producing and supplying the cattle with course, succulent and green feeds belongs to meadow pasture lands. The total area of improved and cultivated meadows must comprise 80.4 mln. ha for the perspective by 2030. Organizing the efficient branch of fodder production by 2030 permits to stabilize grassland areas at the level of 80.4 mln. ha and produce 140.7 mln. tons of feed units. The share of qualitative feeds must comprise not less than 90% in total scope of their production.

Russian. Успешное решение продовольственной проблемы, тесно связано с созданием высокоразвитой и устойчивой кормовой базы - основы эффективного развития животноводства и птицеводства. Вместе с тем Государственная программа развития сельского хозяйства на 2013-2020 гг. представлена без надлежащего обоснования кормовой базы и развития её основных структурных направлений. Для полного удовлетворения потребностей животноводства и птицеводства в кормах в 2020 г. потребуется в общей сложности 138,7 млн, в 2025 г. – 155 и в 2030 г. – 164,5 млн т корм. ед., что должно превзойти современный уровень их производства в 1,7 раза. В настоящее время качество потребляемых кормов не соответствует зоотехническим требованиям и не способствует эффективному их использованию. Актуальной проблемой для животноводства является повышение эффективности использования зернофуража, увеличение в нем удельного веса комбикормов, улучшение качества и снижение затрат на их производство. Формирование устойчивой кормовой базы предусматривает совершенствование структуры площадей кормовых угодий, повышение их продуктивности и определенную оптимизацию производимых кормовых ресурсов. Необходима интенсификация кормопроизводства на основе биологизации, ресурсоэнергосбережения, развития материально-технической базы отрасли и применения более совершенной системы управления отраслью на федеральном и региональном уровне. Важной особенностью при этом является определение рационального соотношения между зернофуражным комплексом, полевым и лугопастбищным кормопроизводством. В перспективе превалирующее значение должно принадлежать лугопастбищным угодьям. Общая площадь улучшенных и культурных лугов к 2030 г. должна составить 10,8 млн га. Организация эффективной отрасли кормопроизводства к 2030 г. позволит стабилизировать площади кормовых угодий на уровне 80,4 млн га, производить 140,7 млн т корм. ед. Доля качественных кормов должна занимать в общем объеме их производства не менее 90%.
