English. The scientific monograph is prepared on the basis of authors’ research results for the period 1996-2013. The monograph will be of assistance learning the development course of historical events and in the analysis of political processes in Latvia, in their relationship with the course of administrative territorial reform, both before and after accession of Latvia to the European Union. The monograph will provide an opportunity to follow the development course of events, to analyse possible development scenarios of the country, to evaluate unused opportunities, and to analyse the causes of failures, and it also will serve as a basis to politicians in the preparation and adaptation of weighed, politically important decisions. The authors have expounded their research in four chapters: 1. Regional development in Latvia: the process of administrative territorial reform. 2. Problems related to the regional administrative division in Latvia. 3. Regional development in Latvia: solutions of administrative territorial reform. 4. Problems of the reform of regional administrative division in Latvia (2001).

Zinātniskā monogrāfija ir vispusīgs pētījums par administratīvi teritoriālās reformas gaitu pirms un pēc Latvijas iestāšanās Eiropas Savienībā, tās izstrādē izmantoti pētījumu rezultāti par laika periodu no 1996. gada līdz 2013. gadam. Monogrāfijas autori dod iespēju sekot līdzi notikumu attīstības gaitai un analizēt neveiksmju cēloņus. Monogrāfija var kalpot par pamatu politiķiem izsvērtu politiski svarīgu lēmumu sagatavošanā un pieņemšanā. Tiek piedāvāti risinājumi kā nodrošināt visas valsts teritorijas līdzsvarotu attīstību, kā arī satur informāciju par administratīvi teritoriālās reformas gaitu, norādot tās problēmas un sniedzot priekšlikumus turpmākai rīcībai.
