The Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) as one major project of the Department of Agrarian Reform, encompasses provision of common service facilities (CSFs) for production and processing; agri-technology and agri-extension services; business development services, credit facilitation; and land tenure improvement. This is the department's response in strengthening the ARB [agrarian reform beneficiaries] organizations towards increasing income and improve resiliency of ARB households. In order to ensure the project interventions to be implemented like the CSF (Common Service Facilities), assessment of the organizational capacities and the viability, rationality, feasibility, and identification of needs of the proposed enterprise by the proponent ARBO must be done. To facilitate it, the OE-NADA (Organization and Enterprise Needs Assessment and Design Assessment) process is significant. The University of the Philippines-La Granja Research and Training Station being the Development Service Provider conducted OE-NADA to Hacienda Santa Isabel ARB Farmers' Association (HASIARBEFA) in Brgy [village] Dos Hermanas, Talisay and Brgy. Bagtic, Silay City,Negros Occidental for its proposal 'Agri-based Enhancement in ARB-Managed Sugarcane Plantation thru Farm Mechanization Support'. In the course of gathering the data and actual integration with the ARBs using various methods and tools it was found out that HASIARBEFA at present has a total membership of 43 ARBs with 21 males and 7 females and 15 Non-ARBs members with 2 males and 13 females. Total area of the ARBO is 54 hectares. HASIARBEFA is an organized ARBO, registered with DOLE [Department of Labor and Employment, Philippines] as an association, has complete structure and operating with the guide of a vision and mission. However, only 2 committees are working at the time of assessment. Moreover, it has identified weaknesses on low understanding/internalization of the vision and mission, low level of education for a few officers, lack of trainings and poor participation of members especially during meetings. Nevertheless, the organization has substantial fiscal resources. Their initial collection of savings and CBU could be continued to draw interest and spirit of belonginess among the members. The plan to utilize DA [Department of Agriculture] - DAR [Department of Agrarian Reform] - LBP [Land Bank of the Philippines] APCP fund for Supervised Credit is a timely support for members' sugarcane production requirements. This will open their eyes and conscience to the importance of being a part of the organization.
