The Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) as one major project of the Department of Agrarian Reform, encompasses provision of common service facilities (CSFs) for production and processing, agri-technology and agri-extension services, business development services, credit facilitation, and land tenure improvement. This is the department's response in strengthening the ARB organizations towards increasing income and improve resiliency of ARB households. In order to ensure the project interventions to be implemented like the CSF (Common Service Facilities), assessment of the organizational capacities and the viability, and feasibility of the proposed enterprise by the proponent ARBO must be done. To facilitate it, the OE-NADA process is significant. The University of the Philippines-La Granja Research and Training Station being the Development Service Provider conducted OE-NADA to Hacienda Dolores Farmers' Association (HADOFA) in Brgy. [village] Guimbala-on, Silay City, Negros Occidental [Philippines] for its proposal 'Sustaining Profitable Plantation-Scale Sugarcane in New Agrarian Reform Area'. In the course of gathering the data and actual integration with the ARBs using various methods and tools it was found out that HADOFA at present has a total membership of 21 ARBs wherein 13 are males and 8 are females with a total area of 66.78 has (48 ha sugarcane farms, 18.78 ha residential and roads/path walks). The members individually-managed their respective share of land but there is also a 2.45 ha farm belonging to 3 members which was subjected for collective management under the ARBO. HADOFA is an organized ARBO, registered with DOLE [Department of Labor and Employment, Philippines] as an association, has complete structure and operating with the guide of a vision and mission. The membership has a high and active level of cooperation and participation. They have initiated to secure their fiscal resources through CBU contribution, collection of monthly dues and access production loan from the LBP under APCP. Their community network includes that with SIMAG Foundation, Pantawid-Gutom Program, DAR, SRA and ASSHI. Though they have weaknesses like low level of participation of some members, shallow understanding of their vision and mission and limited experience and training on fiscal resource management, they have trainings/seminars on: Basic Leadership Skills, Pre-Membership Education, Area Development Planning, PSP Formulation, Business Planning, Accounting for Non-Accountants) Sugarcane Farm Management, and Organic Farming. Threats were also forseen, however, they can look forward to cope up and manage them.
