Significance of cultivating the virgin and fallow lands for developing the grain economy of the country | Значение освоения целинных и залежных земель для развития зернового хозяйства страны

While developing the grain economy of Russia, there were also such periods, when exactly the state radically changed the system of its conducting, significantly raising the level of life for rural residents. Development of the virgin and fallow lands (LD) passed in three stages during the Soviet period. The third LD stage is connected with renewal of their ploughing up during 50th years. The task was set during 1954-1955 to expand the grain field on expenses of LD in Kazakhstan, Siberia, Urals, Povolzhye and North Caucasus at the area not less than 13 mln ha. During historically short term – only during three years – there have been actually cultivated 36 mln ha of virgin and fallow lands. As a result, the sowing areas in basic regions of LD have increased from 36.1 mln ha in 1953 till 60.2 mln ha in 1958; the gross output of grain crops comprised respectively 27.1 and 58.5 mln tons. Large LD scale enabled in shortest terms mobilizing significant financial and material-technical resources. Taking the government decision on the start of mass LD in spring of 1954 also had the strategic significance for developing the eastern regions of the country. The economic estimate of LD as a large scale national economy action of the past century proves its high efficiency: 37 billion rubles of capital budgetary investments were exceeded in short time by 64 billion rubles of profit from produced grain. During the LD for producing grain crops for comparatively short period in the grain economy, there has been practically implemented the principle of expanded reproduction on the basis of combining intensive and extensive factors of production. At the same time since the end of twentieth century, the domestic grain economy has outlived hardly the most difficult stage of its rich and simultaneously tragic history with its unrepeatable specific features.

Russian. В развитии зернового хозяйства России были такие периоды, когда государство коренным образом изменяло систему его ведения, значительно повышая жизненный уровень сельского населения. В советский период освоение целинных и залежных земель (ОЗ) проходило в 3 этапа. Третий этап ОЗ связан с возобновлением их распашки в 50-е годы. Ставилась задача в течение 1954-1955 гг. расширить зерновой клин за счет распашки целинных и залежных земель в Казахстане, Сибири, на Урале, в Поволжье и на Северном Кавказе на площади не менее 13 млн га. В исторически короткий срок – всего за 3 года – фактически было освоено 36 млн га целинных и залежных земель. В результате посевные площади в основных районах ОЗ увеличились с 36,1 млн га в 1953 г. до 60,2 млн га в 1958 г., валовой сбор зерновых культур составил соответственно 27,1 и 58,5 млн т. Крупномасштабное ОЗ позволило в самые сжатые сроки мобилизовать значительные финансовые, материально-технические ресурсы. Принятие правительственного решения о начале массового ОЗ весной 1954 г. имело и стратегическое значение для развития восточных регионов страны. Экономическая оценка ОЗ как крупномасштабной народнохозяйственной акции свидетельствует о высокой ее эффективности: 37 млрд руб. бюджетных капитальных вложений за короткое время были перекрыты 64 млрд руб. дохода от произведенного зерна. В процессе ОЗ для возделывания зерновых культур за сравнительно короткий период в зерновом хозяйстве был реализован на практике принцип расширенного воспроизводства на основе сочетания интенсивных и экстенсивных факторов производства. Вместе с тем с конца двадцатого столетия отечественное зерновое хозяйство переживало едва ли не самый трудный этап своей богатой и одновременно трагичной истории с ее неповторимыми особенностями.
