Дисбаланс на рынке молока, заключающийся в несоответствии качества представленной производителями продукции предъявляемым запросам покупателей, на современном этапе служит ключевым препятствием для развития рынка и, как следствие, развития производства. Цель исследования состояла в определении проблемных областей, создающих указанный дисбаланс на рынке РФ, для чего были проанализированы факторы, влияющие на потребление молока. На основе анализа статистических данных с помощью построения логарифмической модели установлено, что зависимость потребления молока лишь на 83,76% объясняется изменением его цены и доходов населения, которые в общем могут быть выражены в покупательной способности через отношение доходов к цене молока. Опрос 50 потребителей молока, проведенный в г. Кемерово 28 октября 2013 г., показал, что по мере роста доходов повышается степень инертности реакции потребителей в ответ на изменение цены в большую или меньшую сторону. Потребительские предпочтения относительно молока складываются под влиянием таких факторов, как качество (96%), место производства (96%), срок хранения (100%), упаковка (78%). Качество молока, чаще всего, определяется исходя из градации цельное/восстановленное: за последнее потребители готовы платить в среднем на 20 руб. меньше. Результаты опроса и сравнение закупочной цены с ценами молока в магазине показали, что потребитель, предпочитая цельное молоко, в 32% случаев приобретает восстановленное. Выработаны следующие рекомендации по снижению дисбаланса между спросом на молоко и его предложением: популяризация информации о характеристиках качественного молока, увеличение фермерских хозяйств, модернизация перерабатывающих предприятий молочной промышленности, поиск новых способов хранения и обработки молока, учет сценариев развития страны и динамики доходов населения при формировании ценовой политики на молочном рынке.

Imbalance in the milk market, which consists in the disparity between the quality of products provided by the manufacturers and customer demands, at present time is a key obstacle to the development of the market and, as a consequence, to the production development. The purpose of the study was to identify problem areas, responsible for imbalance in the Russian market, for it the factors were analyzed affecting the consumption of milk. On the basis of the analysis of statistical data by constructing a logarithmic model it was established that milk consumption depended only by 83.76% on the change in its price and income of the population, which in general can be expressed in purchasing capacity through the ratio of income to the price of milk. The poll of 50 consumers of milk realized in Kemerovo on October 28th, 2013 showed that as incomes rise the degree of inertness of consumer reaction in response to changes in the prices up or down increases. Consumer preferences for milk are influenced by such factors as quality (96%), the place of production (96%), expire date (100%), and packaging (78%). Milk quality often defined by consumers on the basis of gradation whole / reconstituted milk; for the latter one consumers are ready to pay on the average 20 rubles less. The survey results and comparing of the purchase price with prices of milk in the shop showed that consumers, preferring whole milk, in 32% of cases buy reconstituted milk. The following recommendations have been developed to reduce the imbalance between the demand for milk and its supply: information promotion concerning the quality milk characteristics, the increase in farms amount, the modernization of manufacturing plants in the dairy industry, the search for new ways of storing and processing of milk, taking into consideration the scenario of the country development and the dynamics of population's income during the pricing policy formation in the milk market.
