Результаты оценки лесопожарных рисков как основа планирования противопожарных мероприятий

Russian. Целью настоящего исследования является обоснование методологических основ оценки лесопожарных рисков.Работа основана на обзоре и анализе различного рода информации, научно-технических достижений, на результатах исследования лесных пожаров и статистических данных. Проведён анализ теорий, методов и моделей пожарных рисков, методов оценки пожарной опасности в лесу, определены понятия и структура лесопожарных рисков, проанализированы природные, техногенные и антропогенные факторы формирования лесопожарных рисков и последствий лесных пожаров. В результате применения разработанных методов можно оценить риски от лесных пожаров, их структуру и последствия, и на этой основе запланировать наиболее эффективный комплекс противопожарных мероприятий и оптимизировать затраты на их выполнение с использованием критерия минимальности суммарных убытков от лесных пожаров.

English. The purpose of this research is validating the methodological foundations of forest fire risk assessment. The work is based on a review and analysis of various kinds of information, scientific and technological achievements, the results of wildfires and statistics. The analysis of the theories, methods and models of fire risk assessment methods of fire danger in the forest, defined concepts and structure of forest fire risks, analyses of natural, technogenic and human factors in the shaping of forest fire risks and the consequences of forest fires. The application of the developed methods can estimate the risks of forest fires, their structure and consequences. To plan the most effective fire prevention measures and to optimize the cost of their implementation using the criterion of minimality of the total losses from forest fires on this basis.
