A Study on Evaluating the Priority of Policies in Health Functional Food

The objective of this study is to evaluate the priority of policies in health functional food I.n order to vitalize and develop related market and industry using Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP). Three fields of policy and four detailed policy measures in each field are selected. Data for Al-IP and ANP is prepared from a survey targeting experts in heillth functional food, and pairwise comparison is conducted to evaluate the priority order of 12 policy measures. As a results, support for functionality and safety evaluation, rationalization of labeling and advertising system, and improvement of functionality evaluation system are at the lop three when AHP is used. However, instead of impro.vement of functionality evaluation system, reinforcement of consumer confidence is in high rank when ANP is used. The analytical results show that comprehensive reformation of present system and formulation of a new long-term policy are required to achieve the policy goal in developing health functional food industry.
