Methodological Approach to Substantiation of the Indicators and Criteria of Cooperative organizations’ Socio-Economic Development

The aim of the current research is development of theoretical provisions, which define the methodology of the assessment of socio-economic development of cooperative organizations and elaboration of practical recommendations in criteria and indexes formation which can characterize the results of development that reached the grade. Methodological basis for the research were the methods of statistical analysis, including method of relative quantities as well as methods of national bookkeeping on the basis of methodology of UNSNS. In the course of the survey the structural scheme of assessment indexes formation in socio-economic development of consumer cooperation including the indexes of results and Level of development was formed. Exponents of the results of development were grouped in blocks of instantaneous and interval quantities. Instantaneous rate include indexes of social base maintenance (number of shareholders and rural population being served), also the indexes of infrastructure condition (number of employers, presence and costs of the production funds). Interval indexes include exo-oriented and endo-oriented results of cooperatives development. Exo-oriented exponents reflect the commitments of cooperatives in formation of macroeconomic parameters, connected with structure of population incomes and expenditures, also with turnover of goods and finally with production they also include the volumes of economical wealth, transferred on retribution basis by market prices to the other institutional entities in accordance with types of economic activity of cooperatives. Endo-oriented exponents of cooperative development are based on the parameters of formation, distribution and redistribution of added cost. To endo-oriented exponents of cooperative development in the current research are taken: volume of market and non-market output, incomes of households at stages of: added cost formation (payments for submitted agricultural products), initial distribution (wages, cooperative fees, interest rates in Loans), secondary distribution (social transfers to rural population in natural forms). For salvation the problem of ratio definition between market and non-market output, which provides sustainable development of cooperative organizations, necessary and sufficient criteria of development are also elaborated in the current survey. The necessary criterion is that the quantity of pure savings of the cooperative is not a negative quantity. Sufficient criterion provides that cooperative exercise capital accumulation in accordance with some norm, defined in percentage expression from market output. To conclude the research deduction is made that given approach in assessment of socio-economic development, based on grouping the indexes, reflecting dynamics of economic activity results and the level of social transformation allow to define the ration between the volumes of market and non-market activity, ensuring sustainable development of cooperatives
