Russian. В аграрном секторе России должны применяться экономические рычаги, механизмы и методы, адекватные стандартам ВТО. Формула современного экономического механизма строится на следующих принципах: конкурентоспособность + мотивация + протекционизм. После вступления РФ в ВТО конкурентоспособность - это наиболее болезненная для российского сельского хозяйства проблема. Две определяющие ее составляющие - цена и качество - остаются камнем преткновения для с.-х. товаропроизводителей. Экономический механизм должен быть построен на использовании инструментов, способствующих реализации большего количества инновационных проектов, модернизации действующих объектов, увеличению выхода качественной продукции с единицы площади или от одной головы скота. При этом основной задачей должно стать создание мотивационных стимулов, ориентированных на развитие в среде с.-х. товаропроизводителей предпринимательской инициативы, способствующей ведению эффективного производства и росту их доходности. Несомненно, что без разумного протекционизма, не противоречащего правилам ВТО, невозможна защита отечественного рынка с.-х. продукции. Вступление России в ВТО требует дальнейшего смещения акцента от политики субсидий к повышению доходности с.-х. товаропроизводителя. Помимо используемых мер поддержки предлагается изменить подходы к предоставлению субсидий на инвестиционные проекты, провести типизацию и разработать требования к субсидированию территорий, неблагоприятных для производства с.-х. продукции. С целью повышения спроса и обеспечения предложения на рынке с.-х. товаров необходимо сформировать общие подходы к программам внутренней продовольственной помощи, осуществить подготовку проектов оптово-распределительных центров с учетом требований малого бизнеса.

English. In the agrarian sector of Russia, there must be used economic levers, mechanisms and methods, adequate to WTO standards. The formula of modern economic mechanism is constructed on the following principles: competition ability+motivation+protectionism. After joining the RF the WTO the competition ability is the most painful problem for Russian agriculture. Two its determining components - price and quality - remain the stumbling block for agricultural commodity producers. The economic mechanism must be constructed on using the instruments, which promote realizing a greater number of innovated projects, modernizing operative objects and increasing the output of qualitative products per the unit of area or one head of cattle. Herewith, the main task must become creating motivation incentives, oriented for development in the environment of agricultural commodity producers of enterprising initiative, which promotes conducting efficient production andincreasing their profitability. Undoubtedly that without reasonable protectionism, which is not against WTO rules, the protection of domestic market of agricultural products is impossible. Joining the RF the WTO requires further displacing the accent from the policy of subsidies to raising the profitability of agricultural commodity producers. Apart from the used measures of support, it is suggested changing the approaches to paying subsidies for investment projects, typing and developing the requirements for subsidizing the areas, which are unfavorable for production of agricultural goods. Aimed to increase the demand and ensure supply at the market of agricultural goods, it is necessary to form general approaches to programs of internal food assistance and realize preparing the projects of wholesale distributing centers with reference to the requirements of small business.
