Raising profitability as a factor of stability and acceleration of agriculture development | Повышение доходности как фактор устойчивости и ускорения развития сельского хозяйства

English. The situation in the economy of agrarian sector of Russia can be assessed as far from favorable. The profitability of agricultural organizations (for the circle of farms, taken into account by the Ministry of Agriculture in Russia) in 2014 amounted to 16.1%, and without state subsidies – only 6.3%, that is, the profitability of agricultural production was extremely low. There is a problem of searching resources using which it is possible to create required conditions for expanded reproduction in agrarian sector of the economy in the country. It is necessary to raise the efficiency of the production management and labor productivity. At the same time the majority of agricultural producers have no sufficient means for solving the task of innovative branch development. It is invited to use 'hybrid' ways out of the existing situation, in particular, to reduce the expenses of agricultural producers and thereby to increase the profit share directed to the development of production. Limiting the growth and lowering prices for resources, which are under direct or indirect control of the state could be also used, It could be also to increase of state support to the branch, to increase the share of agricultural producers in the final price of products delivered both to the domestic consumer market, and for export. The cooperation contacts, which allow defending the interests of agricultural producers should be developed.

Russian. Ситуацию в экономике аграрного сектора России можно оценить как далекую от благоприятной. Рентабельность с.-х. организаций (по кругу хозяйств, учитываемых Минсельхозом России) в 2014 г. составила 16,1%, а без государственных субсидий – лишь 6,3%, т.е. доходность с.-х. производства чрезвычайно низка. Имеется проблема поиска ресурсов, за счёт которых можно обеспечить создание необходимых условий для расширенного воспроизводства в аграрном секторе экономики РФ. Необходимо повысить эффективность ведения производства и производительность труда. В то же время у большинства с.-х. товаропроизводителей недостаточно средств для решения задачи инновационного развития отрасли. Предлагается использовать "гибридные" пути выхода из сложившейся ситуации, в частности снижать издержки с.-х. товаропроизводителей и благодаря этому увеличивать долю прибыли, направляемой на развитие производства. Также можно было бы использовать ограничение роста или снижение цен на ресурсы, которые прямо или косвенно подконтрольны государству; увеличивать уровень государственной поддержки отрасли; повышать долю с.-х. товаропроизводителей в конечной цене продукции, поставляемой как на отечественный потребительский рынок, так и на экспорт. Следует развивать кооперационные связи, позволяющие отстаивать интересы с.-х. товаропроизводителей.
