Forest management system sustainable development ekological and economical mechanism formation in the context of international obligations compliance | Формирование эколого-экономического механизма устойчивого развития системы лесопользования в контексте выполнения международных обязательств

Russian. В статье обоснована необходимость введения экономического механизма для перехода от экстенсивной к интенсивной модели управления лесами, представлена систематизация типологических особенностей лесопользования в малолесных регионах, что позволило обосновать экономическую целесообразность и определить возможности перехода лесного хозяйства малолесных регионов к модели интенсивного экономического развития. Предложено понятие эколого-экономического механизма устойчивого лесопользования, рассмотрена схема его построения с учетом экономических, экологических и социальных аспектов лесохозяйственной деятельности, обоснованы понятия лесоэкономической и лесоэкологической рент, раскрыты особенности финансирования лесохозяйственной деятельности малолесного региона. Определены функции лесничеств в малолесных регионах, предложен для внедрения в практическую деятельность экономический механизм государственно-частного партнерства в области лесопользования, показано распределение финансовых потоков на улучшение и воспроизводство участков лесного фонда. Показан порядок подсчета эффекта производственного цикла в лесном хозяйстве с учетом коэффициента рекреационного бонитета, предложен алгоритм расчета экономической эффективности лесопользования, который целесообразно проводить при заключении соглашения государственно-частного партнерства в области рекреационного лесопользования малолесных регионов, приведены экономические расчеты выгоды от рекреационного лесопользования. Обоснована необходимость увеличения вложений в лесовосстановительные, лесоохранные и лесозащитные мероприятия, что в дальнейшем приведет к улучшению количественно-качественного состояния лесных ресурсов.

English. The article justifies the necessity of economic mechanisms introduction for the transition from extensive to intensive models of forest management, presents the systematization of the typological characteristics of the forest management in sparsely forested regions, which helped to justify the economic viability and identify opportunities for transition of forestry in the forest-poor regions to a model of intensive economic development. The concept of ecological and economic mechanism for sustainable forest management was offered, the scheme of its construction taking into account economic, environmental and social aspects of forestry activity was considered, the concepts forest economics and forest ecological rents were substantiated, the features of forest financing of the forest-poor region were given. The functions of the forest in sparsely forested regions were defined, the economic mechanism of state-private partnership in forest management was proposed for implementation in practical activity, the distribution of financial flows for improvement and reproduction of forest fund plots was shown. The production cycle in forestry effect calculation order with consideration of recreation yield class was estimated, the authors offered the algorithm of forest husbandry economic efficiency calculation, which should be carried out with the agreement of public-private partnership in the area of recreational forest management of sparsely forested regions, the economic calculations of benefits from recreational forest husbandry were given. The authors substantiated the necessity of increasing investments in reforestation, forest protection and forest protection activities, which further lead to the improvement of qualitative and quantitative condition of forest resources.
