Russian. Разработаны основные критерии оценки эффективности финансового механизма (ФМ) в сельском хозяйстве. Оценку влияния ФМ на эффективность с.-х. производства предлагается проводить в два этапа. На первом этапе проводится экспресс-анализ с помощью балльных оценок, для ранжирования организаций по уровню эффективности функционирования ФМ. Критериями эффективности выступают инвестиционная активность, ликвидность, платежеспособность, деловая активность, рентабельность, финансовая устойчивость. Результатом расчета является отнесение предприятия к одной из 5 групп, в зависимости от количества набранных баллов. Данная методология позволяет дать обобщенную оценку эффективности ФМ с.-х. организации или их совокупности. Далее производится более детальный анализ показателей: для каждого из критериев вычисляются 4-5 коэффициентов. С помощью данной методологии проведена оценка влияния ФМ на эффективность с.-х. производства Пензенской области по данным за последние 10 лет. Показано, что действие ФМ неоднозначно. Есть положительные моменты: повышение инвестиционной активности с.-х. организаций и доступности кредитных ресурсов, государственная поддержка в сфере кредитования. Это привело к привлечению значительного объема банковских средств и позволило улучшить показатели финансово-хозяйственной деятельности. Недостатком является рост финансовой зависимости с.-х. организаций, связанной с их закредитованностью, что может привести к снижению финансовой устойчивости и финансовой нестабильности.

English. There were developed the basic criteria of evaluating the effectiveness of the financial mechanism (FM) in agriculture. It is proposed to assess the influence of the FM on the efficiency of agricultural production in two steps. The first phase involves a rapid analysis using scores for ranking the organizations according to the level of operational effectiveness of the FM. The performance criteria are the investment activity, liquidity, so enterprise to one of 5 groups, depending n the number of gathered scores. These methods help to give a generalized assessment of the effectiveness of the FM agricultural organizations or their combination. Further a more detailed analysis of the indicators is carried out for each criterion 4-5 coefficients are calculated. Using these methods, the evaluation of the influence of the FM on the efficiency of agricultural production in the Penza region according to the data for the last 10 years has been carried out. It is shown that the FM effect is ambiguous. There are positive aspects: the increased investment activity of the agricultural organizations and the accessibility of credit resources and state support in the sphere of crediting. They resulted in the attraction of substantial bank funds, allowing improving the indicators of financial and economic activities. The disadvantage is the growth of financial dependence of agricultural organizations associated with their debt overburden which can result in reducing the financial sustainability and lack of financial stability.
