Current status and conditions for the development of fixed assets in agriculture of Belarus

Russian. Эффективность функционирования сельского хозяйства Республики Беларусь определяется комплексным развитием факторов аграрного производства в целом и основных средств в частности. В этой связи статья посвящена горизонтальному и вертикальному ретроспективному анализу развития основного капитала в национальном сельском хозяйстве. Из проведенного анализа видно, что в 1990-2013 гг. в сельском хозяйстве Беларуси в целом имело место относительно существенное увеличение стоимости основных средств, а в их структуре наблюдался незначительный рост доли активной части. Негативное воздействие на состояние основных средств сельскохозяйственного назначения в аграрных организациях республики оказало увеличение степени их физического износа и, как следствие, формирование высокого уровня данного показателя, в особенности в 1990-х гг. В последующие годы в сельскохозяйственных организациях Беларуси имело место уменьшение степени физического износа основных средств, а со второй половины 2000-х гг. – удельного веса накопленной амортизации в их первоначальной стоимости. Детерминирующим фактором ухудшения материально-технической базы в аграрном секторе экономики Беларуси в 1990-2013 гг. явилось уменьшение инвестиций в основной капитал в сельское хозяйство, особенно существенное – в период с 1990 по 2001 г. в силу экономического спада и инфляционных процессов в народном хозяйстве республики в целом и сельском хозяйстве в частности, высокого уровня налогообложения хозяйственной деятельности и процентов по долгосрочным кредитам, значимого сокращения объема государственной поддержки инвестиционной активности в аграрном секторе экономики. Однако с начала 2000-х гг. в Беларуси отмечена существенная положительная динамика инвестиций в основной капитал в сельское хозяйство, главным образом, по причине значимого увеличения финансирования инвестиций в данном секторе национальной экономики из государственных средств.

Effective functioning of the agriculture of the Republic of Belarus is determined by the complex development of the factors of agricultural production in general and fixed assets in particular. Therefore, the article is devoted to the horizontal and vertical retrospective analysis of fixed capital in the national agriculture. From the spent analysis it is visible, that in 1990-2013 in agriculture of Belarus as a whole there has been relatively significant increase in the value of fixed assets, and there was slight increase in the share of the active part in their structure. The negative impact on fixed assets for agricultural purposes in the republic agrarian organizations has rendered increase in degree of their physical deterioration and as consequently, formation of high level of this indicator, particularly in the 1990s. In the next years in the agricultural organizations of Belarus there has been decrease in the degree of physical deterioration of fixed assets, and in the second half of the 2000s – specific weight of accumulated amortization at their original cost. The determining factor of deterioration of material-and-technical base in agrarian sector of economy in Belarus in 1990-2013s was reduction of investments in the fixed capital in the agriculture especially essential - during the period from 1990 to 2001 due to economic recession and inflation in the republic’s national economy in whole and agriculture in particular, high level of the taxation of economic activities and percents on long-term credits, significant reduction in the volume of the state support of investment activity in agrarian sector of economy. However since the early 2000s it is noted significant positive dynamics of investments into fixed capital in agriculture in Belarus, mainly due to significant increase in financial investment in this sector of the national economy from the public funds.
