Strengthening of material-technical base of agrarian entrepreneurship

Recognizing the need for technical and technological modernization of agriculture, it should be emphasized that, in the strict framework of production and resource constraints, lack of financial resources and low investment opportunities for agribusinesses, the need to expand government incentives for investment in technological innovation is becoming more acute. In this connection, it is necessary to justify and develop recommendations on strengthening the material and technical basis of agricultural entrepreneurship. The solution of this problem largely depends on the filling of structural elements of the material and technical base, the conditions of its functioning and reproduction, susceptibility to various kinds of innovations, and high adaptability to the changing external environment. The results of research into the process of strengthening the material and technical basis of agrarian entrepreneurship were presented. A forecast of the need for agricultural machinery for peasant (farmer) households in Mogilev region was made. Taking into account the load of land area per a technical unit, it is necessary to complement Mogilev region farmers with tractors and trucks. At the same time, a gradual transition of subjects of agrarian entrepreneurship to predominantly own sources of investment are envisaged. Distinctive features of the proposed recommendations are that the standard for provision of peasant (farmer) households with agricultural equipment is determined on the basis of regional trends in the formation of material and technical base, taking into account the justified level of capital investments in the context of budgetary financial constraints.

Признавая необходимость технико-технологической модернизации сельского хозяйства, следует подчеркнуть, что в жестких рамках производственно-ресурсных ограничений, дефицита финансовых средств и низких инвестиционных возможностей субъектов аграрного предпринимательства обостряется необходимость расширения государственного стимулирования инвестиций в технологические инновации. В этой связи необходимы обоснование и разработка рекомендаций по укреплению материально-технической базы аграрного предпринимательства. Решение этой проблемы во многом зависит от наполняемости структурных элементов материально-технической базы, условий ее функционирования и воспроизводства, восприимчивости к различного рода инновациям, высокой адаптивности к меняющейся внешней среде. Приведены результаты исследования процесса укрепления материально-технической базы аграрного предпринимательства. Сделан прогноз потребности в сельскохозяйственной технике для крестьянских (фермерских) хозяйств Могилевской области. Исходя из нагрузки земельной площади на техническую единицу, необходимо дополнительное укомплектование фермеров Могилевской области тракторами и грузовыми автомобилями. При этом предусматривается постепенный переход субъектов аграрного предпринимательства на преимущественно собственные источники инвестиций. Отличительные особенности предлагаемых рекомендаций в том, что норматив обеспеченности крестьянских (фермерских) хозяйств сельскохозяйственной техникой определяется, исходя из региональных тенденций формирования материально-технической базы с учетом обоснованного уровня капитальных вложений в условиях бюджетных финансовых ограничений.
