World experience of financing of scientific and innovation activity in agro-industrial complex and its use in the Republic of Belarus

In most developed countries, sustainable development of AIC economy is characterized by the transition to an innovative development model, which is based on system integration of scientific and technical sphere of agro-industrial sector with actual production and enhances production efficiency due to technical and technological, organizational and managerial renovation activities in the agricultural sector. Scientific and technical achievements and innovations provide more than 80% of growth in gross domestic product (GDP) of these countries. One of the most important global trends in the development of the sphere of agricultural production is a constant focus on scientific, technical, organizational and management innovation and innovation introduction. An important state task is the need to transfer the Belarusian economy to an innovative path of development. The priority for this task are measures for the creation of innovative and investment infrastructure. The world experience of financing of scientific innovation in the agricultural sector was analyzed. The main features of the use of scientific research in foreign countries, which are presented as specific patterns of innovation performance, were systematized. The features of the use of scientific research in the Republic of Belarus and also developed a number of proposals for improving the innovation processes in the Republic of Belarus were determined.

В большинстве развитых стран мира устойчивое развитие экономики АПК характеризуется переходом к инновационной модели развития, которая на основе системной интеграции научно-технической сферы отрасли с собственно агро-промышленным производством обеспечивает повышение эффективности производства за счет технико-технологического и организационно-управленческого обновления деятельности в агропромышленном комплексе. Научно- технические достижения и инновации обеспечивают более 80% прироста валового внутреннего продукта (ВВП) этих стран. Одной из важнейших мировых тенденций развития сферы сельскохозяйственного производства является постоянная ориентация на научно-технические и организационно-управленческие новшества и процесс внедрения инноваций. Важной общегосударственной задачей является необходимость перевода белорусской экономики на инновационный путь раз вития. Первоочередными для решения этой задачи являются мероприятия по созданию инновационной и инвестиционной инфраструктуры. Приведен анализ мирового опыта финансирования научно-инновационной деятельности в агропромышленном комплексе. Систематизированы основные характерные особенности использования научных разработок в зарубежных странах, которые представлены в качестве определенных закономерностей эффективности инновационной деятельности. Определены особенности использования научных разработок в Республике Беларусь. А также разработан ряд предложений по совершенствованию инновационных процессов в Республике Беларусь.
