Theoretical and methodological aspects of estimation of the quality and safety of agricultural products

Russian. Обязательным элементом комплексной оценки эффективности методов и механизмов управления качеством и безопасностью продукции АПК является оценка уровня качества и безопасности сельскохозяйственного продукции. Дана краткая характеристика основных этапов оценки уровня качества и безопасности продукции, обоснованы и рассмотрены основные методологические подходы к данному процессу, определены преимущества и недостатки показателей качества продукции как критериев оценки эффективности систем управления качеством и безопасностью в АПК. Уровень качества продукции является наиболее важным и основным итоговым показателем эффективности функционирования соответствующего механизма в целом. В то же время следует учитывать, что он не дает возможности объективно оценить эффективность функционирования отдельных элементов и методов системы управления качеством, характер их воздействия на уровень потребительских и технологических свойств продукции. Как показали исследования, расчет данных показателей позволяет: достоверно оценить уровень конкурентоспособности производимой продукции по качественным параметрам на конкретном рынке, провести объективный анализ тенденций формирования качества продукции за определенный период времени (при наличии соответствующей информации за ряд лет).

An obligatory element of comprehensive assessment of the effectiveness of methods and mechanisms of control of quality and safety of agricultural products of agroindustrial complex is the estimation of the level of quality and safety of agricultural products. In a course of the research there were summarized the main stages of evaluation of the quality and safety of products, the main methodological approaches to this process based and examined, the advantages and disadvantages of product quality indicators as the criteria for evaluating the effectiveness of quality and safety’ control systems in agriculture were identified. The level of product quality is the most important and the main final indicator of the effectiveness of the functioning of the relevant mechanism as a whole. At the same time, it should be taken into account that it does not provide an opportunity to objectively evaluate the efficiency of the functioning of individual elements and methods of the quality management system, the nature of their impact on the level of consumer and technological properties of products. As a result of realized research there was revealed, that the calculation of these indicators allows: to reliably estimate the level of competitiveness of the products produced by qualitative parameters in a specific market, to carry out an objective analysis of the tendencies in the formation of product quality over a certain period of time (if there is relevant information for a number of years).
