Strategy of development of auto-transport services market in AIC

Russian. Разработаны теоретико-методологические основы формирования и развития рынков услуг, в которых раскрыто содержание, экономическая сущность регионального рынка автотранспортных услуг (как система институциональных отношений по поводу купли, продажи и продвижения автотранспортных услуг), обоснованы предложения по государственному регулированию данного вида услуг, что в совокупности обеспечивает научную оценку влияния институциональной среды на формирование эффективных региональных рынков автотранспортных услуг. Разработана стратегия роста объема грузоперевозок на основе диверсификации деятельности государственных автотранспортных организаций АПК. Выбор стратегии основан на результатах, полученных при проведении диагностики конкурентного климата и анализа потенциала данных организаций. Предложены перспективные направления, стратегические задачи и условия формирования конкурентоспособной и эффективной системы автотранспортного обслуживания АПК, основой которого является углубление диверсификации, инновационное развитие государственных автотранспортных организаций и подразделений АПК, интеграция ими всех функций в цепи доставки продукции от организаций-производителей до потребителей.

English. In a course of the research there were studied strategies of development of the market of road transport services, aimed at enhancing the range and quality of services. The research was realized in the conditions of the Republic of Belarus. As a result of realized research there were suggested perspective directions, strategic objectives and conditions of formation of competitive and efficient system of auto-transport service in AIC. The theoretical and methodological foundations of the formation and development of service markets were developed, in which the content, the economic essence of the regional market of motor transport services (as a system of institutional relations for the purchase, sale and promotion of motor transport services) is disclosed, proposals for state regulation of this type of services are justified. A scientific assessment of the impact of the institutional environment on the formation of effective regional markets for motor transport services was provided. The strategy of increasing the volume of cargo transportation on the basis of diversification of the activities of the state road transport organizations of the agroindustrial complex was developed.
