Estimation of participation of regions of the republic of Belarus in foreign economic activity

English. In a course of the research there was studied an algorithm for determining the degree of participation of the regions of the Republic of Belarus in foreign economic activities. The basis of the method used is the calculation of import and export share in the gross regional product. With the help of average national export and import shares, it was established limits of the matrix of involvement of regions and constructed quadrants matrix. The proposed evaluation mechanism can be implemented to analyze the involvement in foreign economic activity of both regions as whole and individual industries. As practice shows, underestimation of the role of foreign economic activity leads to insufficient full use of regional resources, to a drop in the rates of economic growth and, as a consequence, to a decrease in the effect of regional socio-economic policies. Therefore, constant monitoring of this process is necessary in order to reveal its conformity to the desired result. The presented methodology, based on calculations of the share of exports and the share of imports in the GRP of the region, allows comparing regions by the level of foreign economic activity, determining their share of influence on the export-import activities of the republic, and analyze the resulting trends over a number of years. An assessment of the degree of regional involvement in the global economy can be the basis for forecasting the socio-economic development of the regions of the Republic of Belarus for the medium term, and the recommendations can be an integral part of regional targeted programs.

Russian. Представлен алгоритм определения степени участия регионов Республики Беларусь во внешнеэкономической деятельности. В основе используемой методики лежит расчет долей экспорта и импорта в вазовом региональном продукте. С помощью среднереспубликанских долей экспорта и импорта установлены границы матрицы вовлеченности регионов и построена матрица квадрантов. Предлагаемый механизм оценки может быть реализован для анализа вовлеченности во внешнеэкономическую деятельность как регионов в целом, так и отдельных отмелей. Как показывает практика, недооценка роли внешнеэкономической деятельности приводит к недостаточно полному использованию региональных ресурсов, к падению темпов экономического роста и, как следствие, к снижению эффекта региональной социально-экономической политики. Поэтому необходимо постоянное наблюдение за этим процессом с целью выявления его соответствия желаемому результату. Представленная методика, основанная на расчетах доли экспорта и доли импорта в ВРП региона, позволяет сопоставить регионы по уровню внешнеэкономической активности, определить их долю влияния на экспортно-импортную деятельность республики, проанализировать получившиеся тенденции за ряд лет. Оценка степени вовлеченности регионов в глобальную экономику может стать основой прогноза социально-экономического развития областей Республики Беларусь на среднесрочный период, а полученные рекомендации могут быть составной частью региональных целевых программ.
