The long term goals of the agricultural sector development are: to achieve food independence of the state; to become one of the leaders in the global food market; to provide modern and comfortable living to the villagers. The development of AIC is impeded by the problems in investment, bank lending, grant management, pricing, tax policy, agricultural insurance, technical and technological support, insufficient effectiveness of land resources use. It is important to provide sustainable rural development, overcome the differentiation of village and city residents by the living standard. Scenarios of agricultural development are proposed: inertial (average annual growth rates of agricultural production are not higher than 1%) and optimistic (growth rates are 2-3%). The resources for the implementation of optimistic scenario are available. The greatest opportunities to ensure the growth of production are in the grain sector: the gross grain yield in the amount of 150 mln t is possible. There are reserves of growth in the production of oil crops, vegetables, fruit. Russia is able to take 3rd place in the world in grain production. The Russian grain export will be able to provide bread and bakery products to 500 mln people. The accelerated development of deep processing of grain is required along with the export of products with high added value. The volume of export of agricultural products and food by 2020 may become equal to their import, and by 2030 - 1.5 times higher than import. It is advisable to use Russian abilities in the Eurasian economic Union and CIS more widely, as well as other integration formations (BRICS, SCO and APEC). There is a need to find coordinated solutions on the location and specialization of production, to synchronize the principles of harmonization of national mechanisms of government regulation of AIC, to form a single distribution system of agricultural products, raw materials and food, as well as to unite efforts of the EEU to enter the markets of third countries.

Долгосрочные цели развития аграрного сектора России - добиться продовольственной независимости государства; стать одним из лидеров на мировом рынке продовольствия; обеспечить современную и комфортную жизнь селянам. Развитию АПК препятствуют проблемы инвестирования, банковского кредитования, распределения субсидий, ценообразования, налоговой политики, агрострахования, технико-технологического обеспечения, недостаточно эффективного использования земельных ресурсов. Важно обеспечить устойчивое развитие сельских территорий, преодолеть дифференциацию жителей села и города по уровню жизни. Предложены сценарии развития АПК: инерционный (среднегодовые темпы роста с.-х. производства не более 1%) и оптимистический (темпы роста 2-3%). Ресурсы для реализации оптимистического сценария имеются. Наибольшие возможности обеспечить прирост производства заложены в зерновом секторе: потенциально достижим валовой сбор зерна в объеме 150 млн т. Имеются резервы роста в производстве масличных культур, овощей, плодовой продукции. Россия способна занять по производству зерна 3-е место в мире. Российский экспорт зерна будет способен обеспечить хлебом и хлебопродуктами до 500 млн человек. Необходимо ускоренное развитие глубокой переработки зерна и экспорта продуктов с высокой добавленной стоимостью. По объемам экспорт с.-х. продукции и продовольствия в суммарном выражении к 2020 г. может сравняется с их импортом, а к 2030 г. способен в 1,5 раза превысить импорт. Целесообразно шире использовать возможности России в составе Евразийского экономического союза и СНГ, а также в др. интеграционных формированиях (БРИКС, ШОС, АТЭС). Необходимо найти согласованные решения по размещению и специализации производства, синхронизировать принципы гармонизации национальных механизмов государственного регулирования АПК, сформировать единую товаропроводящую систему с.-х. продукции, сырья и продовольствия, объединить усилия государств ЕАЭС по выходу на рынки третьих стран.
