Zones of territorial development – the condition of agrifood clusters formation | Зоны территориального развития – условие формирования агропродовольственных кластеров

Prospects of territorial development zones creation and their importance in agrifood cluster formation, agricultural production development through the example of rural areas in general and Kurgan region in particular were studied. Methodology of the study was based on classic industrial cluster analysis model proposed by M. Porter (Porter's Diamond Model), that takes into account such factors as state of demand, inter-related industries dynamics, firms' structure and strategies, intra-industry competition. Statistical materials of Rosstat and the data obtained by authors when inquiring (questioning and interviewing) villagers, directors of agrarian economies, representatives of administration served as an information base for the research. The obtained results were processed and analyzed with STATISTICA 6 application program package. By the method of principal component analysis (PCA) the main economic and social indicators of clustering regions of the Kurgan region were found and by the method of K-averages the areas were divided into three groups (with high, average and low supply of resources and the corresponding effectiveness of their use). Taking into account the climatic conditions, geographical proximity of areas, their specialization by agricultural production industries it was suggested to form five territorial development zones in Kurgan region. Integration and agglomerative processes in these zones are supposed to be able to reduce transaction and other costs of the functioning of enterprises of agri-food complex, to generate external effects (positive externalities), to accumulate the scale effect (without fusion of property and without formation of large structures). The basic conditions of cluster development and its potential were determined. The close cooperation of manufacturers with each other, with processors of products, suppliers of resources, administrative, scientific and other organizations was found the most significant.

Рассмотрены перспективы создания зон территориального развития, их значимость в формировании агропродовольственного кластера, развитии аграрного производства на примере сельских территорий вообще и Курганской области в частности. В основе методологии исследования – классическая модель анализа отраслевых кластеров, предложенная М. Портером (Porter's Diamond Model) и учитывающая в качестве определяющих состояние спроса, динамику взаимосвязанных отраслей, структуру и стратегию фирм, внутриотраслевую конкуренцию. Информационной базой исследования послужили статистические материалы Росстата и данные, полученные авторами в ходе опросов (анкетирования и интервьюирования) сельских жителей, руководителей аграрных хозяйств, представителей администраций. Полученные результаты обработаны и проанализированы с помощью пакета прикладных программ STATISTICA 6. Методом главных компонент (PCA – Principal Component Analysis) идентифицированы основные экономические и социальные показатели кластеризации районов Курганской области, методом К-средних осуществлено разделение районов на 3 группы (с высокой, средней и низкой обеспеченностью ресурсами и соответствующей эффективностью их использования). С учётом природно-климатических условий, территориальной близости районов, их специализации по отраслям с.-х. производства в Курганской области предложено сформировать 5 зон территориального развития. Предполагается, что интеграционные и агломеративные процессы в них способны сократить трансакционные и другие издержки функционирования предприятий агропродовольственного комплекса, генерировать внешние эффекты (позитивные экстерналии), аккумулировать эффект масштаба (причём без слияния собственности и формирования крупных структур). Определены основные условия кластерного развития и его потенциал. Наиболее значимым признано тесное сотрудничество производителей друг с другом, с переработчиками продукции, поставщиками ресурсов, административными, научными и другими организациями.
