English. The article describes the main features of organization and management of the domestic of grain products subcomplex in terms of risk situations and a high degree of uncertainty in the market. The work also carried out a comprehensive analysis of the industry market, were the main causes of imbalance of the balanced development of the functional and sectoral structure of grain production and grain processing. In addition, rec ommendations were made to minimize the risks and improve the system of managing the industry podcom-Plex on the basis of the cluster approach.

В статье рассмотрены основные особенности организации и управления отече ственным зернопродуктовым подкомплексом в условиях рисковых ситуаций и высокой степени не определенности рыночной конъюнктуры. Также в работе выполнен комплексный анализ отраслевого рынка, были установлены основные причины дисбаланса сбалансированного развития функционально отраслевой структуры зернового производства и зернопереработки. Кроме того, были даны рекомен дации по минимизации рисков и совершенствованию системы управления отраслевым подкомплексом на основе применения кластерного подхода.
