Industrial policies (IP) are an important factor of successful agricultural development. They contain three important elements of growth and development – economy of scope, innovativeness and synergy – all three on the macro level. The elements include a complex and encompassing activity and by their nature, they tend to structurally regulate and incite competition in the food industry. Serbia has no developed IPs of its own either in general or in its agriculture. Hence it receives industrial policies of other, developed countries. However, not even doing this does it have much success. That is why this paper deals with global issues of IP, and investigates policies of successful countries such as China, the US, the EU and other, whose experience can offer a paradigm for Serbia. The paper contains comments on IPs of Eastern Asian countries, as well as IPs of transitional countries. Finally, it analyzes the state of the IPs in the Serbian agroindustry within the given historical context and indicates the restrictions and possible ways of their relativizing.
