Accumulated environmental problems cannot be solved, and the emergence of new ones cannot be prevented without public engagement in the process of decision making, side by side with government. In order to involve the public in the process of decision making in the field of environmental protection, the legal framework has been developed, both at the international and national level. Nevertheless, despite the advantages of decentralizing environmental issues, which are described in this paper and proven in practice of the developed countries, and in spite of various levels, mechanisms and forms available for public participation at the local level, citizens of Serbia are still insufficiently involved. In the future, local authorities have to invest additional efforts in engaging public to participate in environmental decision making in order to increase citizens’ sense of belonging to a particular local community and their responsibility and power for its sustainable development.
