Economic problems of import substitution in the conditions of scientific and technological development of agrarian and industrial complex of Russia | Экономические проблемы импортозамещения в условиях научно-технологического развития АПК России

English. Results of development of agro-industrial complex are the proof of success of import substitution policy in the Russian Federation. The main instrument of achievement of goals is the State program of development of agriculture and regulation of the markets of agricultural production, raw materials and food for 2013-2020. As the retrospective analysis has shown, the duration of process of import substitution is various by separate types of agricultural production. At the same time the high import dependence on production of meat and dairy cattle breeding, vegetables and fruit and berry production remains. The separate problem is represented by import substitution of resources and technologies for agro-industrial production. Complicate process of import substitution in agrarian and industrial complex adverse macroeconomic operating conditions and also instability of contents and resource providing the state program. The conclusion is drawn that in process of increasing a share of domestic food in internal resources of the market, the value of import substitution as factor of growth of agro-industrial production will weaken that causes need of search of new drivers of growth and development of long-term strategy of sustainable social and economic development of the agrarian and industrial complex.

Russian. Результаты развития агропромышленного комплекса являются доказательством успеха политики импортозамещения в Российской Федерации. Основным инструментом достижения поставленных целей является Государственная программа развития сельского хозяйства и регулирования рынков с.-х. продукции, сырья и продовольствия на 2013-2020 гг. Как показал проведенный ретроспективный анализ, длительность процесса импортозамещения различна по отдельным видам с.-х. продукции. При этом сохраняется высокая импортная зависимость по продукции мясного и молочного скотоводства, овощам и плодово-ягодной продукции. Отдельную проблему представляет импортозамещение ресурсов и технологий для агропромышленного производства. Осложняют процесс импортозамещения в АПК неблагоприятные макроэкономические условия функционирования, а также нестабильность содержания и ресурсного обеспечения государственной программы. Сделан вывод, что по мере повышения доли отечественного продовольствия во внутренних ресурсах рынка, значение импортозамещения как фактора роста агропромышленного производства будет ослабевать, что обуславливает необходимость поиска новых драйверов роста и разработки долгосрочной стратегии устойчивого социально-экономического развития АПК.
