Prospects of development of agricultural production of the Siberian Federal District | Перспективы развития сельскохозяйственного производства Сибирского федерального округа

English. Trends are identified and assessed for the development of agricultural production by regions of Siberian Federal District (SFD). In the SFD there is a possibility to increase the volume of agricultural production to meet the needs of the local population in the main types of food according to the recommended rational norms, as well as the formation of the export potential for a number of products. Developed is a forecast of agricultural production in the whole for the SFD until 2035, it is presented in 2 versions – mobilization and innovative. It is proved that for solving strategic challenges facing agriculture the district required implementation of the innovation scenario, which will require significantly greater investment in the industry. The rate of growth of investment to the fixed capital of agriculture shall be not less than 8-10%. By 2035 the share of agricultural organizations in the production structure must increase for potato (up to 11.5%), vegetables (up to 33.6%), meat (up to 59%), milk (up to 49.9%). According to the calculations from the SFD regions by 2035 grain, potatoes, meat, milk and eggs in amount of 6.2 million tons, 450 thousand tons, 163.5 thousand tons, 449 thousand tons and 1192 million pc, respectively, will be taken out. The proposals for improving territorial-sectoral division of labour, forming rational intra-industry structural proportions in agriculture of subjects of the RF in SFO are given. There have been identified the basic directions of scientific-technological progress in crop and livestock production, the implementation of which will contribute to improving the competitiveness of products.

Russian. Выявлены тенденции и дана оценка развитию агропромышленного производства по регионам Сибирского федерального округа (СФО). В СФО существует возможность наращивания объема производства с.-х. продукции с целью удовлетворения потребностей местного населения в основных видах продовольствия согласно рекомендуемым рациональным нормам, а также формирования экспортного потенциала по ряду продуктов. Разработан прогноз производства продукции сельского хозяйства в целом по СФО до 2035 г., он представлен в 2-х вариантах – мобилизационном и инновационном. Обосновано, что для решения стратегических задач, стоящих перед сельским хозяйством округа, необходима реализация инновационного сценария, который потребует значительно увеличить объем инвестиций в отрасль. Темпы прироста инвестиций в основной капитал сельского хозяйства должны составлять не менее 8-10%. К 2035 г. должна возрасти доля с.-х. организаций в структуре производства картофеля (до 11,5%), овощей (до 33,6%), мяса (до 59%), молока (до 49,9%). Согласно расчетам, из регионов СФО к 2035 г. будет вывозиться зерно, картофель, мясо, молоко и яйца в количестве соответственно 6,2 млн т, 450 тыс.т, 163,5 тыс.т, 449 тыс.т и 1192 млн шт. Даны предложения по совершенствованию территориально-отраслевого разделения труда, формированию рациональных внутриотраслевых структурных пропорций в сельском хозяйстве субъектов РФ в СФО. Выявлены основные направления научно-технического прогресса в растениеводстве и животноводстве, реализация которых будет способствовать повышению конкурентоспособности произведенной продукции.
