Characterization of threats to economic security of the agricultural organizations | Характеристика угроз экономической безопасности сельскохозяйственных организаций

English. The observance of the required level of economic efficiency requires the management of agricultural organizations to permanently monitor negative impacts and threats caused by the influence of external and internal factors. The purpose of the study is to analyze the identification and analysis of the levels of economic security (ES) of an agricultural organization. In the research methods were applied: scientific abstraction – at allocation of typical, constant and intrinsic lines and characteristics of threats of ES of the agricultural organizations; the functional analysis – at establishment of interrelation and dependence between levels of economic system of the agrarian sector of economy; deductions – at formulation of conclusions about the general set of the studied signs by a set of private criteria; monographic – by means of which the main object is considered as a research complete, relatively independent economic system. The main approaches to formulation of a definition of "threats of ES" are shown, author's definition of this concept applied to an agricultural organization is formulated. There has been developed a multilevel structure of economic system on the basis of identification of the Kleyner-Gradova level structure whose variant when structuring levels of managing in relation to the characteristic of the threats of ES reducing the activity efficiency of the agricultural organizations allows to present in a complex external and internal circles of agrarian producers and has considerable predictive and practical potential, the inter-level interactions and ratios are studied. Multilevel classification of the threats of Es of the agricultural organization reducing efficiency of functioning of the agricultural organization is offered. The threats of ES specific for the agricultural organizations: high dependence on natural and climatic conditions, involvement of natural resources into production, biological nature of production, low price elasticity of agricultural market.

Соблюдение требуемого уровня экономической эффективности требует от руководства с.-х. организаций постоянного мониторинга негативных воздействий и угроз, порождаемых влиянием факторов внешней и внутренней среды. Целью исследования является выявление и анализ уровней экономической безопасности (ЭБ) с.-х. организации. В исследовании применялись методы: научной абстракции – при выделении типичных, постоянных и сущностных черт и характеристик угроз ЭБ с.-х. организаций; функционального анализа – при установлении взаимосвязи и зависимости между уровнями экономической системы аграрного сектора экономики; дедукции – при формулировании выводов об общей совокупности исследуемых признаков по множеству частных критериев; монографический – при помощи которого основной объект исследования рассмотрен как целостная, относительно самостоятельная экономическая система. Показаны основные подходы к формулированию определения "угрозы ЭБ", сформулировано авторское определение этого понятия применительно к с.-х. организации. Разработана многоуровневая структура экономической системы на основе выделения уровневой структуры Клейнера-Градова, вариант которой при структурировании уровней хозяйствования применительно к характеристике угроз ЭБ, снижающих эффективность деятельности с.-х. организаций, позволяет комплексно представить внешнюю и внутреннюю среды аграрных производителей и обладает значительным прогностическим и практическим потенциалом. Изучены межуровневые взаимодействия и соотношения. Предложена многоуровневая классификация угроз ЭБ с.-х. организации, снижающих эффективность ее функционирования. Выявлены угрозы ЭБ, специфичные для с.-х. организаций: высокая степень зависимости от природно-климатических условий, вовлечение в производство природных ресурсов, биологический характер производства, низкая ценовую эластичность спроса на с.-х. продукцию, производство скоропортящейся продукции.
