Indicators and criteria for evaluating the implementation of the Decent Work Concept in agriculture | К вопросу о показателях и критериях оценки реализации концепции Достойный труд в сельском хозяйстве

English. Proved is the need to assess the real implementation of the Decent Work conception (DWC) in the development of the socio-labor sphere of agriculture. The existing methodological approaches to solving the problem of selection of the indicators and criteria for measuring the degree of implementation of the GPS are analyzed and systematized; their application for the solution of the task is evaluated. As one of the areas of evaluation, an analysis of the essence and content of the Decent Work Standards, developed in 2012 by the executive committee of the Federation of Independent Trade Unions of Russia, in the sphere of wages and their practical application is offered. The state authorities, the scientific community, public and economic organizations recognized the GPS. However, the process of its implementation on both the regional and the federal levels is fragmentary; the system of actions for systematic and purposeful promotion of its principles in agriculture is not traced. In the context of the objectives of the study, the necessity of a real assessment of the implementation of the GPS in the field of remuneration of agricultural workers through a system of indicators and a set of criteria is justified. This is necessary in order to see the degree of implementation of the GPS indicators in a particular industry and to outline further directions for decent work in it. The implementation of the main provisions and principles of the GPS in agriculture can significantly accelerate the promotion of major national programs and strategies aimed at modernizing the economy and moving to an innovative model of the industry's development. This will have a positive impact on increasing employment, increase the labor efficiency, and improve demographic development of rural areas.

Russian. Доказывается необходимость оценки реальной реализации концепции Достойного труда (КДТ) в развитии социально-трудовой сферы сельского хозяйства. Анализируются и систематизируются существующие методологические подходы к решению задачи выбора показателей и критериев оценки измерения степени реализации КДТ, оценивается их применение для решения поставленной задачи. В качестве одного из направлений оценки предлагается анализ сути и содержания Стандартов достойного труда, разработанных в 2012 г. исполкомом Федерации Независимых Профсоюзов России, в сфере заработной платы и их практическое применение. КДТ признана руководством страны, научным сообществом, общественными и экономическими организациями. Однако процесс ее внедрения в стране проходит фрагментарно, не прослеживается система действий по планомерному и целенаправленному продвижению ее принципов в сельском хозяйстве. В контексте целей проводимого исследования обосновывается необходимость реальной оценки реализации КДТ в области организации оплаты работников отраслей сельского хозяйства с помощью системы показателей и ряда критериев. Это необходимо для того, чтобы увидеть степень реализации показателей КДТ в конкретной отрасли и наметить дальнейшие направления движения к достойному труду в ней. Реализация основных положений и принципов КДТ в сельском хозяйстве может значительно ускорить продвижение крупных общенациональных программ и стратегий, направленных на модернизацию экономики и переход к инновационной модели развития отрасли. Это окажет положительное влияние на повышение занятости, повысит эффективность труда, улучшит демографическое развитие сельских территорий.
