The efficiency of use of fixed capital at the AIC enterprises: problems and ways of their elimination | Эффективность использования основного капитала на предприятиях АПК: проблемы и пути их устранения

English. One of the conditions for successful functioning of agricultural enterprises is an effective use of their fixed capital. The place of enterprise in agricultural production, its financial status and competitiveness in the market depends on the solution of the problem of its increase. However, now in the scientific literature the problem of analyzing the efficiency of use of the fixed capital of agricultural enterprises is not paid enough attention. The following methods were used in the research: statistical, comparative, logical, inductive and deductive. To obtain, to process and to analyze raw materials, specific research methods were used: analysis and synthesis, modeling, specification and abstraction. The research revealed that the main problems of effective use of fixed capital of enterprises in the agroindustrial complex of the south of the Rostov region are the followings: the lack of full-scale planning and forecasting, the rejection of factor analysis of activities, general reduction of soil fertility, technical state of fixed assets and, finally, mismatch of the structure of fixed capital specialization of enterprises. To eliminate defined problems, author proposes to implement the following activities: implementation of integrated planning and forecasting enterprises' activities; use of science-based crop rotations and soil protection methods against the erosion of all types; formation of an amortization fund and control over its proper use. Problems identified in the course of the study hamper the achievement of goals related to the improvement of competitiveness of agricultural products. A reasonable combination of the proposed measures to improve the efficiency of the use if fixed capital will improve the financial state of agricultural enterprises and create conditions for the sustainable development of rural areas.

Russian. Одним из условий успешной деятельности предприятий АПК является эффективное использование их основного капитала. От решения проблемы его повышения зависит место предприятия в с.-х. производстве, его финансовое состояние, конкурентоспособность на рынке. Однако в научной литературе проблеме анализа эффективности использования основного капитала с.-х. предприятий уделяется недостаточно внимания. В ходе проведенного исследования применялись следующие методы: статистический, сравнительный, логический, индуктивный и дедуктивный. Для получения, обработки и анализа исходных материалов использовались специфические методы исследования: анализ и синтез, моделирование, конкретизация и абстрагирование. Исследование показало, что основными проблемами эффективного использования основного капитала предприятий АПК юга Ростовской области являются: отсутствие полномасштабного планирования и прогнозирования, отказ от факторного анализа деятельности, повсеместное снижение плодородия почв, технического состояния основных средств и, наконец, несоответствие структуры основного капитала специализации предприятий. Для устранения выявленных проблем были предложены к внедрению следующие мероприятия: осуществление комплексного планирования и прогнозирования деятельности предприятий; использование научно-обоснованных севооборотов и методов защиты почв от всех видов эрозии; формирование амортизационного фонда и осуществление контроля за его целевым использованием. Выявленные в ходе проведенного исследования проблемы мешают обеспечению достижения целей, связанных с повышением конкурентоспособности с.-х. продукции. Разумное сочетание предложенных мероприятий по повышению эффективности использования основного капитала позволит улучшить финансовое состояние предприятий агропромышленного комплекса и создать условия для устойчивого развития сельских территорий.
