Estimation of the Use Value of Cultural Facilities in Rural Area

Korean government has been investing public funds to guarantee the national minimum to the rural residents through General Rural Area Development Project (GRADP). Cultural facilities are one of the most residents-demanding physical facilities implemented through GRADP. This study aims to estimate the willingness to pay (WTP) of the residents for cultural facilities. Questionnaire survey was carried out for residents of two case areas in Kyungnam Province using contingent valuation method and WTP was estimated using Logit model. Tendency of older people to pay for cultural facilities use were higher than younger people. Tendency of Habuk residents were higher than Dukkok residents. Average WTP of pooled data of both areas was 19,109 won. Average WTP of Dukkok and Habuk area was 14,489 won and 25,501 won, respectively. Average WTP of Habuk area was higher than that of Dukkok area by 11,000 won, which can be interpreted that beneficiary of Habuk area include not only central place but also hinterland village. In spite of the constraint that case study is limited to particular areas, this study is meaningful in evaluating the value of cultural facilities in rural area.
