The current status of the system of state climate and environmental pollution monitoring in Russia is evaluated. Number of international agreements on climate and environment signed by Russia requires developing of the existing state monitoring system further to include adaptation monitoring. The analysis of the current domestic policy in Russia shows that the set of fundamental documents largely laid the institutional framework for the adaptation monitoring. Currently, obvious institutional weakness is the absence of a single state entity responsible for assessment of the effectiveness of this type of monitoring. The set of specific indicators to assess the effectiveness of adaptation measures is proposed.
