Fodder crops farming in EU and Turkey and mutual analysis of policies

EU Regulation No 1308/2013 of the Council on "Establishment of a Common Market Organisation in Agricultural Products", shall be subject to negotiation under Chapter 11 "Agriculture and Rural Development" under the responsibility of the Ministry of Food, Agriculture and Livestock.. For membership, entering into negotiations on Chapter 11 will be possible after certain opening criteria are met by the competent authority. One of the opening criteria in question, is the preparation of "National Agricultural Support Strategy" which is different from the EU one at present. With intent to create a competitive fodder sector, Turkey must select the most appropriate EU implementation as the baseline amongst the EU legislation and transpose it to Turkish national legislation by taking into consideration from past to present operational of EU Common Market Organisation on Dried Fodder.When the EU accession process is analyzed, it is observed that the EU Common Market Organisations as well as the dried fodder legislation has periodically undergone change therefore, the actions to be taken by Turkish authorities till full membership must be while having increases in fodder production, also achieving EU quality and standardized dried fodder. The aim of the thesis is to determine what is necessary to do in terms of legislative alignment in terms of fodder crops in the membership process and to reveal the difference between the EU and Turkish fodder sectors. As a result, in order to fully implement the EU-like system in Turkey, it is necessary to overcome infrastructure deficiencies and to create a competitive sector, it is proposed that the support model, which the EU has applied to the recent past, and the support given by the Turkish authorities can be combined and started to be implemented. In this regard, the implementations and requests of several EU members in the EU legislation on the fodder market were analyzed, and accordingly, it was managed to brought forward a proposal to policy makers before membership.
