Priority directions for the development of spring and winter wheat production in Russia | Приоритетные направления развития производства яровой и озимой пшеницы в России

The least costly factor in the sustainable development of wheat production, its rational distribution throughout the country and the specialization of individual regions in the production of spring and winter wheat are the most effective measure that can increase the profitability of the industry, its competitiveness, and provide the domestic and foreign markets with high-quality grain. To increase the efficiency of wheat production, it is necessary to take into account a whole complex of interrelated factors influencing its production, based on the territorial and sectoral division of labor - the main indicator of growth and cheapening of high-quality grain production. Reviewed and analyzed the main parameters of the production of spring and winter wheat for the time period 1956-2017. In comparison with 2001, in 2017, the land areas of spring and winter wheat in the country varied from 15.2 to 13.0 million hectares and from 8.5 to 15.0 million hectares, respectively, and the production volumes from 22.6 to 24.0 million tons, and from 24.4 to 62.0 million hectares, respectively. The creation of specialized areas for the production of spring and winter wheat will ensure the sustainability of its production and will allow exporting a significant amount of high-quality commercial grain. A system of parameters and indicators is proposed, and the conditions for efficient wheat production in the country are defined. The increase in the production of high-quality wheat grain in Russia is possible if it is rationally located throughout the country and the concentration of winter and spring forms in areas that have the best natural conditions for cultivation, creating on this basis large-scale specialized areas of commodity production of strong, hard and valuable wheat varieties.

Наименее затратным фактором устойчивого развития производства пшеницы, его рациональное размещение по территории страны и специализация отдельных регионов на производстве яровой и озимой пшеницы являются наиболее эффективной мерой, способной повысить доходность отрасли, ее конкурентоспособность, обеспечить внутренний и внешний рынки высококачественным зерном. Для повышения эффективности производства пшеницы необходимо учитывать целый комплекс взаимосвязанных факторов, влияющих на ее производство, опирающихся на территориально-отраслевое разделение труда – главный показатель роста и удешевления производства высококачественного зерна. Рассмотрены и проанализированы основные параметры производства яровой и озимой пшеницы за временной период 1956-2017 гг. По отношению к 2001 г. в 2017 г. посевные площади яровой и озимой пшеницы в стране изменялись от 15,2 до 13,0 млн га и от 8,5 до 15,0 млн га соответственно, а объемы ее производства - от 22,6 до 24,0 млн т., и от 24,4 до 62,0 млн га, соответственно. Создание специализированных зон производства яровой и озимой пшеницы обеспечит устойчивость ее производства и позволит вывозить значительный объем высококачественного товарного зерна. Предложена система параметров и показателей, определены условия эффективного производства пшеницы в стране. Увеличение производства высококачественного зерна пшеницы в России возможно при рациональном его размещении по территории страны и концентрации посевов озимой и яровой форм в ареалах, располагающих для их возделывания наилучшими природными условиями, создания на этой основе крупномасштабных специализированных зон товарного производства зерна сильных, твердых и ценных сортов пшеницы.
