State stimulation of agricultural technical support in the system of intersectoral economic relations | Государственное стимулирование технического обеспечения сельского хозяйства в системе межотраслевых экономических отношений

English. There was analyzed the technical condition of domestic agriculture and the renewal trend of the machine and tractor fleet. The multidirectional characteristics of the availability and updating of the main types of agricultural machinery are determined. The subject of the study was the development of economic relations (ER) between agricultural enterprises and the industry of its technical support, as well as a system of government incentives aimed at intensifying this interaction. There are presented the theoretical justification and significance of inter-industry ER as a factor affecting the development of the national economy as a whole. The subject of research in inter-industry relations was the economic interconnection of the agricultural sector and other areas of the domestic economy in the process of technical modernization. Proposed is a model of the system of economic relations in the process of technical support of the agricultural sector and determined is the role of the state in solving this issue. According to the results of the study, 4 blocks of the development of ER of the agro-industrial complex with other sectors were identified in the framework of technical support for agricultural production. The results of state measures aimed at the technical modernization of agriculture are analyzed, the economic benefits of agricultural producers are revealed within the framework of the 4 blocks of ER as considered. It has been determined that state support for the technical re-equipment of agriculture at the federal level is provided through the engineering industry, the banking sector, and the state leasing company. The main studies were conducted on the example of the Rostov region, as one of the leaders in agricultural production in Russia, characterized by a high level of renewal of the machinery and tractor fleet of agriculture. The conclusions obtained can be used at macro- and meso-levels of state administration of technical support for the agricultural sector in the system of development of intersectoral economic relations.

Russian. Проведен анализ технического состояния отечественного сельского хозяйства и тенденции обновления машинно-тракторного парка. Определены разнонаправленные характеристики наличия и обновления основных видов с.-х. техники. Предмет исследования - развитие экономических отношений (ЭО) между с.-х. организациями и отраслью их технического обеспечения, а также система государственных стимулов, направленных на интенсификацию данного взаимодействия. Приводятся теоретическое обоснование и значимость межотраслевых ЭО, как фактора, влияющего на развитие национальной экономики в целом. Субъектом исследования в межотраслевых отношениях стала экономическая взаимосвязь отрасли сельского хозяйства и других сфер отечественной экономики в процессе технической модернизации. Предложена модель системы ЭО в процессе технического обеспечения отрасли сельского хозяйства и определена роль государства в решении данного вопроса. По результатам исследования было выявлено 4 блока развития ЭО АПК с другими отраслями в рамках технического обеспечения с.-х. производства. Проанализированы результаты государственных мер, направленных на техническую модернизацию сельского хозяйства, выявлена экономическая выгода с.-х. товаропроизводителей в рамках рассматриваемых 4 блоков ЭО. Определено, что государственная поддержка технического перевооружения сельского хозяйства на федеральном уровне реализуется через отрасль машиностроения, банковскую сферу, государственную лизинговую компанию. Основные исследования проведены на примере Ростовской области, как одного из лидеров аграрного производства в России, характеризующегося высоким уровнем обновления машинно-тракторного парка сельского хозяйства. Полученные выводы могут быть использованы на макро- и мезоуровнях государственного управления техническим обеспечением отрасли сельского хозяйства в системе развития межотраслевых экономических связей.
