Tools to stimulate the modernization of the production base of machine-building enterprises for the food industry | Инструменты стимулирования модернизации производственной базы предприятий машиностроения для пищевой промышленности

English. The modern tools of stimulation of modernization of production base of the enterprises of mechanical engineering of the food industry are considered. It is necessary to create conditions to ensure better food security and import substitution in the markets of food and means of production, where the most promising is the transformation of the Russian agricultural machinery. Preferences of the Russian players of the food market tend to more powerful, effective and reliable agricultural machinery: tractors with a capacity of 300-500 HP, harvesters with a capacity of more than 300 HP. The agricultural machinery fleet has more than 50% imported equipment, and in the food and processing industry the share of imported machines reaches 77%. Moreover, despite the measures of state support, there is an increase in these indicators: in 2017, the share of imported equipment in agriculture increased by 7.7%, in the food industry-by 4.4% compared to 2015. Examined are the modern possibilities of digital solutions for food industry engineering enterprises. In particular, possibilities of application of technologies of the Internet of things, total automation system of sale of products are investigated. The economic effect of the use of Internet of things technologies in agriculture by 2025 is estimated at about 469 billion rubles. There are analyzed the existing forms of support in agriculture, such as the mechanism of subsidies; formation of the list of regions for export of agricultural equipment, mechanisms and limits of financing of export deliveries; available crediting of branches. The study of the use of existing tools allowed identifying the tools of state support based on digital transformation within the transition to Industry 4.0 technologies.

Russian. Рассмотрены современные инструменты стимулирования модернизации производственной базы предприятий машиностроения пищевой промышленности. Необходимо создать условия для обеспечения лучшей продовольственной безопасности и импортозамещения на рынках продовольствия и средств производства, где наиболее перспективным является трансформация российского с.-х. машиностроения. Предпочтения российских игроков продовольственного рынка склоняются к более мощной, эффективной и надежной зарубежной технике: тракторам мощностью 300-500 л.с., уборочным комбайнам мощностью свыше 300 л.с. Парк с.-х. техники более чем на 50% составляет импортная техника, а в пищевой и перерабатывающей промышленности доля импортных машин достигает 77%. Причем, несмотря на меры государственной поддержки, отмечается рост данных показателей: в 2017 г. доля импортной техники в сельском хозяйстве выросла на 7,7%, в пищевой промышленности - на 4,4% по сравнению с 2015 г. Изучены современные возможности цифровых решений для предприятий машиностроения пищевой промышленности. В частности, исследованы возможности применения технологий Интернета вещей, системы полной автоматизации сбыта продукции. Экономический эффект от применения технологий Интернета вещей в сельском хозяйстве к 2025 г. оценивается примерно в 469 млрд руб. Проанализированы существующие формы поддержки в сельском хозяйстве: механизм субсидирования; формирование перечня регионов для экспорта сельскохозяйственной техники, механизмов и лимитов финансирования экспортных поставок; доступное кредитование отраслей. Исследование вопросов использования действующих инструментов позволило выявить инструменты государственной поддержки, основанные на цифровой трансформации в рамках перехода к технологиям Индустрии 4.0.
