THE METHOD OF ESTIMATING THE STABILITY OF SFD REGIONS

the paper considers a universal method based on the method of «increment of one» and «standard- proportional» method, using mathematical tools based on the coefficient-percentage principle, which allows to de- termine the level of sustainability of development of territories. The main purpose of the methodology is to determine the potential of territorial entities by obtaining integrated / aggregated values for each local territory (municipalities) by calculation. The universality of the methodology means the possibility of its wide application, in particular in relation to such territorial entities as regions (subjects of the Federation). The purpose of the article is to substantiate the methodology of quantitative assessment of the stability of the re- gions that are part of the Siberian Federal district based on the analysis of their potential in five aspects of sustaina- bility: economic, political, environmental, social and institutional. Sustainability aspects are represented by seven groups of factors, such as: proximity to highly developed territories; possibility of agriculture or potential for indus- trial production; geographical location of the region; political location of the region; environmental situation in the region; development of the social sphere in the region; the level of development of democracy in the region. Sus- tainable development, however, is understood as a «multi-faceted» concept with a complex structure inherent in integrated systems. As a result of the analysis, the author identified the most stable regions of the SFD.
