La délicate gouvernance dans les stations de montagne

French. Confrontées à de nombreuses incertitudes, l`organisation et la gestion sont plus que jamais cruciales pour le devenir des stations de montagne. L`analyse des modes d`organisation met en avant la spécificité du cadre réglementaire, dans lequel elles évoluent, avec une commune reconnue autorité organisatrice de l`activité touristique. La culture touristique construite localement se révèle également importante ; elle se fonde sur les relations multiples entre acteurs, tant privés que publics et explique les capacités d`innovation. Ces éléments conduisent alors à considérer les stations comme des systèmes touristiques localisés mais aussi à qualifier les modes de relations entre acteurs, au travers du prisme de la gouvernance. Celle-ci conduit à une délicate alchimie entre divers intérêts au sein des stations ; alchimie parfois défaillante, révélatrice de problèmes. Les exemples des Arcs et de Val d`Isère en Savoie illustrent la difficulté à faire émerger des projets fédérateurs de développement dans les stations aujourd`hui.
