From the assessment of the global performance of a farm to the evaluation of Agro-Environmental Measures from the Common Agricultural Policy: an agri-environmental indicators approach | De l'évaluation de la performance globale d'une exploitation agricole à l'évaluation de la politique publique agro-environnementale de la Politique Agricole Commune : une approche par les indicateurs agro-environnementaux

English. This thesis analyses the contribution of agri-environmental indicators to the evaluation process of two economic instruments of the agri-environmental policy of the Common Agricultural Policy: the Agri-Environmental Measures (AEM) in a process of ex-post evaluation and the article 68 from CAP regulation in an ex-ante evaluation process. The first part of the work puts our works in the state of the art of the concepts involved (agro-environmental indicator, environmental performance, sustainable agriculture, policy evaluation).The second part presents results in a set of seven articles or communications. The third part discusses two issues : (1) the theoretical basis of the IDEA method in the different schools of thought of Corporate Social Responsibility and (2) the transformation of the policy making resulting from the new use of agri-environmental indicators for managing the performance of the agri-environmental public intervention. The methodological approach distinguishes two levels of analysis concerning the use of agri-environmental indicators in the evaluation process of agro-environmental policy: the farm level and the agro-environmental policy. On the farm scale, two types of works are developed. The agri-environmental indicator is first studied as a tool for assessing the environmental performance of agricultural practices. This ability of agri-environmental indicators to report the concept of environmental performance is analysed from a case study testing the validation of the surface water component for four pesticides indicators (ADSCOR, EIQ, EPRIP, I-phy). Results show that amoung these four indicators, I-Phy indicator presents the best usefulness test score. However, results conclude also that none of the four surface water components has been validated. Secondly, the agro-environmental indicator is studied as a tool of evaluation of the sustainability of a farm. To qualify this concept, our works have firstly contributed to develop the IDEA method (Indicateur de Durabilité d'une Exploitation Agricole) and secondly to test it on different types of farms. The IDEA method is presented as a self-assessment grid structured with 41 indicators covering the three dimensions of agriculture sustainability (agroecological, socio-territorial and economic). In an ex-ante evaluation process, we show that twenty one of IDEA indicators can be used for qualifying the degree of durability of French agricultural farm systems. In addition, the analysis of the theoretical base of the IDEA method shows that this method takes part into the European current of the Corporate Social Responsibility and measures the Global Performance of a farm. On the agri-environmental policy scale, we proposed an integrated approach linking agri-environmental indicators and econometric methods to estimate the treatment effects of AEM in an ex-post evaluation process. Agri-environmental indicator is then considered as an output variable to assess the environmental performance level of the farm. This approach has been applied to the ex-post evaluation of French AEM program over the period 2000 to 2006. Taking into account data availability and scale representativeness of French agricultural statistical databases, we identify, amoung 220 indicators methods, 40 relevant indicators capable to be integrated in econometric methods in order to assess the net effects of the French water and biodiversity AEM. Finally, we study the process of agri-environmental indicators spreading in the agri-environmental policy making action. The analysis of French Écophyto plan shows that the two indicators (NODU and IFT) mobilized in the Écophyto plan are involved in the process of a new agro-environmental policy governance. These two agro-environmental indicators act as an instrument for the governmental policy and facilitate the way from a policy making based on statutory policies to procedural policies.

Cette thèse étudie la contribution des indicateurs agro-environnementaux au processus d'évaluation de deux instruments économiques de la politique agro-environnementale de la Politique Agricole Commune : (i) les Mesures Agro-Environnementales (MAE) dans une démarche d'évaluation ex-post et (ii) l'article 68 de la PAC dans une démarche d'évaluation ex-ante. La première partie du travail replace nos travaux dans l'état de l'art des concepts mobilisés (indicateur agro-environnemental, performance environnementale, agriculture durable, évaluation de politique). La seconde partie présente les résultats sous la forme de sept articles ou communications. La troisième partie discute deux questions : (1) l'ancrage théorique de la méthode IDEA dans les différents courants de la Responsabilité Sociétale des Entreprises et (2) la transformation du mode d'action publique induite par la diffusion d'indicateurs agro-environnementaux dans le pilotage de la performance de l'action publique. Au plan méthodologique, il est distingué deux niveaux d'analyse et d'usage de la place des indicateurs agro-environnementaux dans le processus d'évaluation de la politique agro-environnementale : l'exploitation agricole et la politique publique agro-environnementale. A l'échelle de l'exploitation agricole, deux types travaux sont développés. L'indicateur agro-environnemental est d'abord analysé comme outil de mesure de la performance environnementale des changements pratiques agricoles. Cette capacité des indicateurs agro-environnementaux à rendre compte du concept de performance environnementale est testée à partir d'une étude de cas portant sur la validation du module « eaux de surface » de quatre indicateurs pesticides (ADSCOR, EIQ, EPRIP, I-phy). Nos résultats montrent que le test d'usage est le plus favorable à l'indicateur I-Phy. Ils ne concluent toutefois pas à une validation des modules « eaux de surface » de ces quatre indicateurs. L'indicateur agro-environnemental est ensuite étudié comme outil d'évaluation de la durabilité d'une exploitation agricole. Pour qualifier ce concept, nos travaux ont contribué au développement de la méthode IDEA (Indicateurs de Durabilité d'une Exploitation Agricole) et à son test. La méthode IDEA, conçue comme une grille d'auto diagnostic, comprend 41 indicateurs intégrant les trois dimensions de la durabilité en agriculture (agroécologique, socio-territoriale et économique). Dans une démarche d'évaluation ex-ante, nous montrons que vingt et un des indicateurs de la méthode IDEA peuvent être mobilisés pour qualifier le degré de durabilité de systèmes agricoles de la « ferme France ». Quant à l'analyse de l'ancrage théorique de la méthode IDEA, nous montrons qu'elle s'inscrit dans le courant européen de la Responsabilité Sociétale des Entreprises et rend compte du concept de Performance Globale d'une exploitation agricole. A l'échelle de la politique agro-environnementale, nous avons proposé une démarche intégratrice couplant indicateurs agro-environnementaux et méthodes économétriques pour estimer les effets propres des MAE dans un processus d'évaluation ex-post. L'indicateur agro-environnemental est alors mobilisé comme variable expliquée pour rendre compte du niveau de performance environnementale. Cette démarche a été appliquée à l'évaluation ex post des MAE sur la période 2000 2006 pour les deux enjeux eau et biodiversité. Compte tenu des variables disponibles nécessaires au calcul des indicateurs, des données disponibles dans les bases de données de la statistique agricole française et de leur représentativité spatiale, nos résultats montrent que seulement 40 indicateurs sont mobilisables pour évaluer les effets propres des MAE françaises sur 220 méthodes d'indicateurs. Enfin, nous montrons que les indicateurs agro-environnementaux ont diffusé dans l'action publique agro-environnementale. Notre analyse des indicateurs du plan Écophyto (NODU et IFT) a montré qu'ils participent au processus d'une nouvelle gouvernance de l'action publique agro-environnementale : l'indicateur agro-environnemental agit comme un instrument de l'État et facilite le passage d'un mode d'action publique basé sur des politiques réglementaires à un mode d'action publique procédurale.
