The role of breeding and nursery centers in the innovative development of the horticulture branch | Роль селекционно-питомниководческих центров в инновационном развитии отрасли садоводства

English. The Breeding and Nursery Center (BNC) is an enterprise that has its own gene pool of fruit crops and it specializes in production promising varieties and hybrids of fruit crops. The purpose of the BNC activity is to develop adoptable technologies to ensure the modernization and development of horticulture and plant nurseries in Russia, as well as to ensure the production of planting material of the highest quality categories for laying mother plantations. It based on the combination of intellectual resources and scientific infrastructure. The priority role of a fruit plant (variety, scion-rootstock combination) in the formation of modern technologies is actualized. The analysis of the availability of planting seedlings of domestic production has been presented. The priority of developing varietal, technological, and phytosanitary policies in the development of nursery production is determined. Attention is focused on the BNC role in the production of planting material and seedlings of the highest quality categories. The structure of organization of breeding processes is presented. Regulation of production of certified planting material of the highest quality categories is represented by the structure of the organizationof nursery processes. The "BNC" definitions depending on the form of organization are provided, the costs of a BNC organizing are calculated. The essential BNC features are the followings:the presence of a repository, mother plantations of the highest quality categories; staffing with laboratories; the presence of the necessary buildings and equipment; land resources; availability of qualified personnel.

Russian. Селекционно-питомниководческий центр (СПЦ) –предприятие, имеющее собственный генофонд плодовых культур и специализирующееся на получении перспективных сортов и гибридов плодовых культур. Цель деятельности СПЦ – разработка доступных технологий для обеспечения модернизации и развития садоводства и питомниководства на основе объединения интеллектуальных ресурсов и научной инфраструктуры, а также обеспечение производства посадочного материала высших категорий качества для закладки маточных насаждений на территории России. Актуализирована приоритетная роль плодового растения (сорта, привойно-подвойной комбинации) в формировании современных технологий. Представлен анализ обеспеченности закладки насаждений саженцами отечественного производства. Определена первоочередность разработки сортовой, технологической, фитосанитарной политики в развитии питомниководства. Акцентировано внимание на роли СПЦ в производстве посадочного материала и саженцев высших категорий качества. Указана структура организации селекционных процессов. Регламентация производства сертифицированного посадочного материала представлена схемой организации питомниководческих процессов. Даны определения понятия "СПЦ" в зависимости от формы организации, расчетно обоснованы издержки на создание СПЦ.Определены критериальные характеристики СПЦ: наличие репозитория, маточных насаждений высших категорий качества; укомплектованность лабораториями; наличие необходимых строений и техники; земельные ресурсы; наличие квалифицированных кадров.
