Аграрная экономическая наука: основные вехи ее становления и развития | Agrarian economic science: the main milestones of its formation and development

Russian. Изложены и охарактеризованы этапы становления и развития аграрных экономических исследований в контексте с организацией и реформированием ВНИИ экономики сельского хозяйства (ВНИИЭСХ). Показано, что история становления и развития аграрной экономики России и ВНИИЭСХ тесно связаны и взаимно обусловлены. С момента образования ВНИИЭСХ (тогда НИИЭСХ) аграрная экономическая наука в России прошла 6 этапов. На 1-м этапе (1930-1938 гг.) решались организационные вопросы, велась разработка рекомендаций по колхозному строительству, эксплуатации новой с.-х. техники, разработки и внедрению зоо- и агротехнологий. На 2-м этапе (1955-1964 гг.) основным направлением становится обоснование развития зернового комплекса страны, организационно-хозяйственное укрепление с.-х. предприятий, создание современной материально-технической базы аграрного сектора. На 3-м этапе (1965-1978 гг.) разрабатывается теория и обобщается практика подъема сельского хозяйства. На 4-м этапе (1978-1990 гг.) проводятся исследования по дальнейшему развитию специализации и концентрации с.-х. производства на базе межхозяйственной кооперации и агропромышленной интеграции. Данные исследования проводятся совместно со странами СЭВ. На 5-м этапе (1991-2015 гг.) последовательно разрабатываются такие направления как реформа экономических механизмов в условиях рыночных отношений; стабилизация и развитие АПК, научное обеспечение АПК РФ; развитие продовольственного рынка, управления, инновационных процессов, социальное развитие села и регулирование земельных отношений; совершенствование организационно-экономических механизмов функционирования АПК РФ; разработка доктрины продовольственной безопасности. На 6-м этапе (начало с 2016 г.) основное внимание уделяется всестороннему развитию сельских территорий. Сделан вывод, что в настоящее время основной задачей аграрной экономической науки является изучение макроэкономических процессов и закономерностей развития народнохозяйственного организма, как целостной системы.

English. There are set forth and characterized the stages of formation and development of agrarian economic researches in the context of organization and reforming by the All-Russian Scientific Research Institute of Agricultural Economics (ARSRIAE). It is shown that the history of agrarian economics of Russia and ARSRIAE are closely related and mutually causal. Since the generation of the ARSRIAE the agrarian economic science in Russia has undergone 6 stages. At the 1-st stage (1930-1938) organizational questions were solved, recommendations for organization of collective farms, operation of new agricultural machinery, devilment and introduction of zoo- and agro-technologies were elaborated. At the 2-nd stage (1955-1964) the substantiation of grain complex development of the country, organizational and economic strengthening of agricultural enterprises, creation of modern material and technical resources of the agrarian sector became the main area. At the 3-d stage (1965-1978) there was developed a theory and practice of agricultural recovery is generalized. At the 4-th stage (1978-1990) researches for further development of specialization and concentration of agricultural production based on interfarm cooperation and agro-industrial integration were carried out. These researches were carried out together with the Comecon countries. At the 5-th stage (1991-2015) there were subsequently elaborated such directions as the reform of economic mechanisms under market relations; stabilization and development of the AIC, scientific support to the RF AIC; development of the food market, management, innovative processes, social rural development and control of land relations; improvement of organizational and economic mechanisms of functioning the RF AIC; development of the Food Security Doctrine. At the 6-th stage (the start since 2016) the focus is on comprehensive development of rural territories. It has been concluded that currently the main problem of agrarian economic science is to study macroeconomic processes and laws of developing the national economic organism as a whole system.
