The article examines the historical aspects, the main stages and the current state of development of the seed production system in the Russian Federation, describes the legal regulation. Special attention is paid to the problem of import substitution of foreign seeds, the most vulnerable groups of seeds in the domestic seed production system are identified, the most effective private domestic breeding and seed growing companies are analyzed. Based on the analysis of the development of the seed production system in the Russian Federation, development prospects in the near future are established
