Present situation and problems of the landscape contractors: Case studies of Kagawa and Ehime Prefectures

The purpose of this study is to clarify the present situation and problems of the landscape construction enterprises, by using the business evaluation date from the website of Construction Industry Information Center and case studies from Kagawa and Ehime prefectures. The evidences show that the landscape businesses account for around 90% of sales of these enterprises in Kagawa, while the share is much small in Ehime. Difficult business status has resulted in decrease in enterprise number and technicians, as well as serious effects on employee's welfare. Decline in contract prices dominated by public bid prices, has been a main factor causing financial difficulties in these enterprises. Regardless of these facts, the Ministry of Land, Infrastructure and Transport came out with policies to regulate bid for the public construction from the enterprises with poor employee's welfare. The business condition of landscape construction industry is increasingly becoming serious.
