Hypothesis of the doctoral thesis: Systemic approach to innovative entrepreneurship can contribute to the development of the region. The aim of the doctoral thesis is to analyse the innovative entrepreneurship and develop a system-based (individual — institutional cooperation) model, as well as to bury it analysing its characteristics in the Kurzeme region. Tasks defined to achieve the target: 1. By researching definitions of the innovation concept and innovation classification, as well as business management aspects, functions, environment and competitiveness factors, to analyse the systemic approach in correlation between innovation, entrepreneurship and regional development. 2. To analyse countries’ competitiveness (incl. pillar) and innovation indexes (Global Competitiveness Index, Doing Business index, Innovation Scoreboard index), as well as by assessing their impact on the macro level within the context of policy planning documents. 3. To develop a systemic approach model — a reflection of individual and institutional level tasks — and to carry out model approval and analysis in the Kurzeme region. 4. To describe and analyse the region as an entrepreneurship environment, to assess the economic and business development processes in the Kurzeme region in 2006 and 2019, to analyse the sectors of the region within the context of the largest and innovative businesses and to conduct a survey of businesses regarding future challenges; to analyse the popular opinion in 2015 and 2019 regarding development processes in the region. The dissertation consists of three chapters. The first chapter provides an analysis of definitions and classifications of innovation, a description of business functions and levels, and differences in innovative business from traditional business as well as the development of regional concepts for innovation, using a monographic, analysis and graphical method. In the second chapter, using cross-country indexes — the competitiveness index, the Doing Business Index and the European Innovation Review Index, as well as the various level of planning documents and the tasks defined therein, developed a conceptual support model for individual level involvement in the implementation of institutional processes. The third chapter of the work focuses on regional development processes and the role of entrepreneurship and innovation in the region (analysed in Kurzeme region), through a sequential analysis of statistical data, population surveys on regional development and business surveys on innovation, as well as a business study on possible changes and future challenges following the crisis caused by the COVID-19 pandemic. The work includes the analysis of the interaction between innovation and business development in the region, conclusions, possible solutions to problems and challenges.
