Reiseliv og lokal forvaltning : eit samanlikningsstudie av Besseggen og Galdhøpiggen | Tourism and local management : a comparative study of Besseggen and Galdhøpiggen

This thesis is a comparative study of two tourist destinations which is located in Jotunheimen National Park: called the Besseggen area in Vågå municipality and the Galdhøpiggen area in Lom municipality. The problem studied is "Are there differences in the local management of two tourist destinations located in one National Park?" To answer this problem, semi-structured in depth interviews were conducted with twelve informants from the tourism industry in both areas, the National Park Management, the Norwegian Nature supervision and representatives from the municipalities, with the same number of informants from both areas. In the thesis, the results the interviews where discussed, collected and evaluated in the light of an adaptive co-management process, where the case areas are compared. The results shows that there are some differences in the management of the two the areas. The differences are is focused especially on the private tourism industry, how its organized and works together with the local government. In the Besseggen area, the private tourism operators have organized themselves into a joint association. There is a fixed meeting point between the tourism operators and the national park administration, and other public authorities. In the Galdhøpiggen area, the private tourism operators are not organized the same way, where the relationships builds upon casual meetings. Lack of resources in the tourism management is a limiting factor in the development of local government. This is expressed both by informants from the tourism industry and in the National Park administration. However, it is expressed by both the National Park administration's presence in these areas, this does not seem to have an impact on the protection of the National Park.

Denne oppgåva er eit komparativt studie mellom to reiselivsdestinasjonar som ligg i tilknyting til Jotunheimen nasjonalpark: Besseggen-området i Vågå kommune og Galdhøpigg-området i Lom kommune. Problemstillinga som er «Kva finst av likskap og ulikskap i den lokale forvaltninga av to turistmål i same nasjonalpark?» For å belyse problemstillinga har eg brukt adaptiv medforvaltning med formål å avdekke skilnadar i den lokale forvaltninga. For å kunne svare på problemstillinga, vart det gjennomført semi-strukturerte intervju med tolv informantar med tilknyting til desse områda. Informantane kjem frå reiselivsnæringa i begge områda, nasjonalparkforvaltninga, Statens naturoppsyn og fjellstyra for statsallmenningane i dei to kommunane, med like mange informantar frå begge områda. I oppgåva blir resultata frå desse intervjua diskutert, samanstilt og vurdert i lys av ein adaptiv medforvaltningsprosess, der case-områda blir samanlikna. Funna viser det er skilnadar forvaltninga av dei to områda. Skilnadane går særleg på korleis dei private reiselivsaktørane har organisert seg og medverkar i den lokale forvaltninga. I Besseggenområdet har dei private reiselivsaktørane organisert seg i ein samanslutning. Der er det og faste møtepunkt mellom reiselivsaktørane og nasjonalparkforvaltninga, og andre offentlege etatar. I Galdhøpiggen-området har dei private reiselivsaktørane ikkje organisert seg på same måten. Her byggjer relasjonar på tilfeldige personlege møte. Mangel på ressursar gjer at reiselivsforvaltninga er ein begrensande faktor i utviklinga av den lokale forvaltninga. Dette er uttrykt både av informantar frå reiselivsnæringa og i nasjonalparkforvaltninga. Sjølv om det blir påvist skilnadar i nasjonalparkforvaltninga sitt nærvær i dei to områda synes dette likevel ikkje å ha nemneverdig innverknad på korleis verneområdet blir ivaretatt.
