English. Det forventes kraftig befolkningsvekst de nærmeste50 årene og Lørenskog kommune har besluttet å tasin del av veksten. Fjellhamar er ett av kommunenslokalsentre som skal videreutvikles i forbindelse medfrigjøring av store industriarealer. Lokalsenteret er ogsået transportknutepunkt, som har stor betydning for denssentralitet og gjør området attraktiv for etablering av bådenæring og bolig. Gjennom en helhetlig planlegging, somsamordner alle kommunens roller, ønsker Lørenskogkommune å utvikle Fjellhamar som et bærekraftiglokalsenter i samsvar med overordnede rammer ogføringer. I de overordnede rammene og føringenespesifiseres at det skal fortettes i sentrale deler av byerog tettsteder og knutepunkter for kollektivtrafikknettet.Denne oppgaven tar for seg kommunens selvforståelseav sin planleggerrolle i denne helhetsplanleggingen, derFjellhamar er en kompleks problemstilling. For å belyseoppgavens tema har jeg fordypet meg i sentralitet ogsenterdannelse, samt modellforståelse av bysentrum,tettsted og lokalsenter. Jeg har også sett på hvordankommunen praktiserer sin planlegging i utvikling avFjellhamar. For å forstå kommunens planleggerrolle harjeg vinklet oppgaven mot et planteoretisk perspektiv.Jeg har gått tilbake for å se hva dagens planlegginglikner mest på av tre klassiske idealer om planlegging(instrumentell rasjonalitet, inkrementell planlegging og«mixed scanning»).Oppgaven konkluderer med at i denne helhetsplanleggingenforstår ikke Lørenskog kommune sinplanleggerrolle godt nok. Kommunen bør være merbevisst på sin planleggerrolle og stille strengere krav tilkvaliteten på det endelige resultatet, samt bidra mer medkompetanse og midler for å oppnå fastsatte mål.It is expected a rapid population growth the next 50 years.Lørenskog municipality has decided to take its part ofthe growth. Fjellhamar is one of the municipality’s localcenters, which will be developed in conjunction with therelease of large industrial areas. The local center is also apublic transport hub, which has great importance for itscentrality and makes the area attractive for commercialand residential establishment. Through a comprehensiveplanning, which coordinates all municipal roles,Lørenskog municipality wants to develop Fjellhamar asa sustainable local center in accordance with the overallframework and guidelines. The general framework andguidelines specifies that densification will be prioritizedin central parts of cities and towns and hubs for publictransport network.The master’s thesis addresses the municipality’s selfunderstandingof its planning role in comprehensiveplanning, where Fjellhamar is a complex issue. To illustratethe thesis topic, I have immersed myself in centralityand center formation, as well as model comprehensionof town center, urban area and local center. I have alsoimmersed myself in how the municipality practicesspatial planning in developing Fjellhamar. To understandthe municipality’s planning role, I angled the master‘sthesis in a theoretical perspective. I have gone back to seewhat the current planning is most alike the three classicalideals of planning (instrumental rationality, incrementalplanning and «mixed scanning»).The master’s thesis concludes that Lørenskogmunicipality does not understand their planning rolewell enough in today’s comprehensive planning. Themunicipality should be more aware of what the planningrole involves and impose stricter requirements of the finalresult, as well as assist more with expertise and funds toachieve their goals.
