Lokal samfunnsutvikling i lys av verdensarvstatus : Notodden som en del av verdensarven Rjukan - Notodden industriarv | Local community development in light of World Heritage status : Notodden as a part of the World Heritage Rjukan - Notodden industrial heritage

Norge beveger seg i dag stadig i retning av et mer postindustrielt samfunn, og mange små lokalsamfunn rundt om i landet har opplevd, og opplever fortsatt, tapet av industri som en dramatisk omveltning hvor lokalsamfunnets livsgrunnlag trues. Overgangen fra industri til industriarv er først og fremst krevende for et lite lokalsamfunn, men overgangen kan også åpne for muligheter for verdiskaping på nye områder. Med verdensarvstatus blir neppe potensialet for å utnytte den industrielle kulturarven til verdiskaping mindre, men verdensarvstatus fører også med seg utfordringer. Verdensarvens sterke assosiasjon til turisme legger for eksempel press på lokalsamfunnet til å bevege seg i en retning som ikke nødvendigvis er i lokalsamfunnets beste interesse. Denne oppgaven ser på Notoddens muligheter til å utvikle seg som sted i lys av overgangen fra et tradisjonelt industristed til dagens status som verdensarvsted som en del av Rjukan – Notodden industriarv. Oppgaven gjør først et dypdykk i historien som ledet frem til at Rjukan og Notodden i 2015 ble tildelt en plass på UNESCOs verdensarvliste. Videre presenteres det teori knyttet til utvikling og verdiskaping før det gjøres rede for Notoddens utviklingsmuligheter i lys av dagens situasjon. Mulighetene for samfunnsutvikling avhenger av samspill mellom flere utviklingsområder som blant annet steds- og næringsutvikling, tilflytting og rekrutering, i tillegg til styrking av lokalsamfunnets omdømme, selvbilde og regionalt samarbeid. Som svar på redegjørelsen for utviklingsmuligheter presenteres det en strategi for utvikling med fokus på bred verdiskaping gjennom aktivering av lokalsamfunnet med mål om å få enkeltpersoner til å engasjere seg i lokal utvikling. I et lite lokalsamfunn er personene som lever her en avgjørende ressurs med tanke på å utnytte potensialet i de lokale ressursene som finnes. Strategien gir derfor innspill til hvordan det kan arbeides med både å skape en sterkere kollektiv oppfattelse rundt muligheter og utfordringer i lokalsamfunnet, og hvordan enkeltpersoner kan oppmuntres til å ta en aktiv rolle i lokal utvikling. Til slutt presenteres noen konkrete forslag knyttet til strategien og utviklingsmuligheter knyttet til stedsutvikling med fokus på Hydroparken.

Norway is continuously moving in the direction of a more post-industrial society and many local communities around the country have experienced, and are still experiencing, the loss of the industry as a dramatic change where the local community’s livelihood is threatened. The transition from industry to industrial heritage is primarily demanding for a local community, however the transition can also open up for the opportunity for value creation in new areas. The World Heritage status will hardly diminish the potential for value creation, however the status can also present its challenges. For instance, World Heritage’s strong association with tourism puts pressure on the local community to move in a direction that is not necessarily in the local community’s best interest. This thesis will explore Notodden’s opportunities to develop as a local community in light of the transition from a traditional industrial site to today’s World Heritage site as a part of the Rjukan – Notodden industrial heritage. The thesis takes a deep dive into the history that led to Rjukan and Notodden being given an inscription on the World Heritage List in 2015. Furthermore, theory related to development and value creation is presented prior to giving a report on Notodden’s opportunities for development in light of its current state. The local community’s opportunity to develop depend on the interaction of several development areas such as, location and business development, migration and recruitment, in addition to strengthening its reputation, self-image and regional cooperation. In response to the report on development opportunities, the thesis will present a strategy for development that focuses on broad value creation by involving the local community with the purpose of encouraging individuals to take an interest in local development. The inhabitants of a small local community play a decisive role in utilizing the potential of the resources available to them. As such, the strategy suggests how a local community can create a stronger common perception of opportunities and challenges within the local community, and how individuals can be encouraged to get involved in the development of the local community. Finally, several specific suggestions are presented related to the strategy and local development opportunities focusing on Hydroparken.
