Kommuners bruk av utbyggingsavtaler styres gjennom lovreglene i plan- og bygningsloven. Denne oppgaven tar for seg tre kommuner på Romerike og deres bruk av utbyggingsavtaler. Oppgaven beskriver hvordan kommunene i forbindelse med utbyggingsavtaler forholder seg til plan og bygningsloven og hvordan de benytter utbyggingsavtaler som en del av planleggingen. Denne oppgaven er skrevet med utgangspunkt i 8 hypoteser basert på problemstillingen. The municipalities’ use of development agreements are controlled through the Planning and Building Act. This paper describes the use of development agreements in tree municipalities at Romerike (northern part of the county of Akershus). The paper describes how the municipalities, use the Planning and Building Act and how they relate the use of the agreements as a part of all their planning. This paper is founded upon 8 hypothesis extracted from the research question.
